CC Regular Session <br />Meeting Date: 03/23/2021 <br />Submitted For: Bruce Westby, Engineering/Public Works <br />By: Joe Feriancek, Engineering/Public Works <br />Information <br />5. 17. <br />Title: <br />Adopt Resolution #21-075 Approving Plans and Specifications and Authorizing Advertisements for Bids for 2021 <br />MSA Pavement Overlay Improvements, Improvement Project #21-05 . <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #21-075 Approving Plans and Specifications and Authorizing <br />Advertisements for Bids for 2021 MSA Pavement Overlay Improvements, Improvement Project #21-05. <br />Background: <br />Overlaying the Municipal State Aid (MSA) streets identified within the 2021 — 2030 Capital Improvement Program <br />for 2021 will allow the City to maintain these streets in the most cost-effective manner throughout the serviceable <br />life of the streets. <br />The MSA street segments proposed to receive bituminous pavement overlay improvements in 2021 are: <br />• Sunwood Drive between Bunker Lake Boulevard and Sunfish Lake Boulevard <br />• Sunwood Drive between Erkium Street and Trunk Highway 47 <br />A street segment summary is attached. The proposed project is 0.72 miles in total length. <br />On January 12, 2021 the Ramsey City Council adopted resolution #21-012, ordering Staff to prepare plans and <br />specifications for improvement project #21-05, 2021 MSA Pavement Overlay Improvements. Staff has prepared <br />plans and specifications in-house, as part of their normal duties. <br />Final plans are not attached to this case to prevent potential bidders from downloading plans attached to the case to <br />prepare and submit their bids, rather than purchasing the plans through QuestCDN, the electronic bidding software <br />used by the City of Ramsey. This ensures that all bidders are bidding off the same set of plans, and that all bidders <br />are notified of any plan revisions (addenda) issued during the bidding process. Attached is the title sheet from the <br />plans showing the scope of the improvements, as well as a plan sheet showing the typical sections, which includes <br />information on the proposed pavement section. Plans are available upon request from the City Engineer. <br />Staff proposes to open bids for this project on April 19, 2021, and to present the bid results to the City Council on <br />April 27, 2021 for award of a construction contract to the lowest responsible bidder. <br />The proposed improvements are designated as City Improvement Project #21-05, 2021 MSA Pavement Overlay <br />Improvements. <br />Notification: <br />If Council approves plans and specifications and authorizes advertising for bids, bids will be advertised on Friday, <br />March 26, and again on Friday, April 2, both in the City's official newspaper, the Anoka Union Herald, and in <br />Finance & Commerce. <br />Observations/Alternatives: <br />
