Tim Gladhill <br />From:Jeff Katers <br />Sent:Thursday, April 8, 2021 2:40 PM <br />To:Tim Gladhill <br />Subject:Response to Williams Woods Proposal <br />Tim, <br />ThePoliceDepartmenthasconcernsaboutthisproposeddevelopment,specificallytheextraordinarylengthofthecul <br />desacandthesinglepointofentry/exittothisdevelopment.Theproposedculdesaclengthismorethandouble <br />allowedbycitycode.Thepolicedepartmentandotherfirstresponders(Fire,EMS,Gas/Electricutilities)haveaneedto <br />havemorethan1accessestoareas. <br />th <br />Iftheroadwayiscompletelyunpassablenearest175ave,howdoyouproposewegetfirstresponderstotheother <br />residents1/5ofamilenorth?Policecanachievethisbyfoot,butthatisalonglengthtobringastretcherorremovea <br />patientforEMS.Wehaverespondedtomanycallsforserviceinareaswhereroadwayshavebecomecompletely <br />impassibleinRamsey.Someexamplesare:fires,floods,downedpowerlines,downedtrees,naturalgasexplosions, <br />vehiclecrashes,trainsblocking,etc.Thankfully,amajorityofthesecallshavehadanotherrouteofaccess. <br />Ifwecanbeassuredthe9homesaretheonlyhomesthatwilleverbebuiltonthisroadwaythelengthoftheculdesac <br />mightbemorefeasible.Theconcerniswithpotentialfuturedevelopmentwiththelargertwoparcelsonthenorthend <br />andtheirfutureuse.Itisnotsafeforasubdivisionwithmultiplehomestohave1vehicularpointofentryexit. <br />MyconcernsarethesamepublicsafetyconcernsaswithBowersDr.WhatisthePublicbenefitfornotconnectingthis <br />roadtoanotherexistingroadway?Ibelieveconnectingroadwaysisalsoarequirementofcitycode(117614): <br />{Ļĭ͵ЊЊАЏЊЍ͵{ǒĬķźǝźƭźƚƓķĻƭźŭƓƭƷğƓķğƩķƭ͵ <br />(a)DĻƓĻƩğƌƩĻƨǒźƩĻƒĻƓƷƭ͵Theplanningcommissioninitsreviewofapreliminaryplatshalldeterminewhethertheproposed <br />subdivisionisinconformitywiththisCodeandshalltakeintoconsiderationtherequirementsofthecommunityandthe <br />bestuseoftheland.Particularattentionshallbegiventothearrangement,locationandwidthsofstreets,drainageand <br />lotsizesandarrangements. <br />(b){ƷƩĻĻƷƦƌğƓ͵ <br />(1)Thearrangement,character,extent,width,gradeandlocationofallstreetsshallconformtotheapproved <br />standardstreetspecificationsandallapplicablesectionsofthisCode.Allstreetsshallbepavedwithconcreteor <br />bituminoussurfacing. <br />(2)Thearrangementofstreetsinnewsubdivisionsshallconnecttoadjacentstreetstubsandprovidefuturestreet <br />stubstoadjoiningareas.Ininstanceswhereastubstreetabutsanundevelopedparcel,itisthestatedintentionof <br />thecitytoconnectstreetswiththeadjoiningparcelfordevelopment.Intheinterim,thestubstreetsshallhavea <br />signstatingthatthestubstreetisafuturethroughstreet. <br />1 <br /> <br />
