Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #21-098 <br />A RESOLUTION APPROVING HIRING CONTRACTORS TO ABATE VEHICLES <br />AND PUBLIC NUISANCE ITEMS FROM 7111 175th AVE NW <br />WHEREAS, the property owner Tracy Phillippi (the "Property Owner") has an open code <br />enforcement case on the property generally known as 7111 175th Avenue NW and legally described <br />as follows: <br />THE E 200 FT OF W 437 FT OF S 217.8 FT OF NW 1 /4 OF S W 1 /4 OF <br />SEC 3 TWP 32 RGE 25, EX RD, SUBJ TO EASE OF REC, Anoka County, Minnesota <br />(the "Subject Property"); and <br />WHEREAS, the Subject Property is zoned R-1 Residential (Rural Developing); and <br />WHEREAS, the Subject Property is approximately 0.89 acres in size; and <br />WHEREAS, there are documented City Code violations dating back to 2011, with notices of <br />violation regarding off-street parking; and <br />WHEREAS, the City has most recently opened a case on the Subject Property for violations <br />related to off-street parking and refuse; and <br />WHEREAS, the City sent a formal first notice of violation on January 15, 2021 for off-street <br />parking, refuse, and fence violations; and <br />WHEREAS, the City of Ramsey City Code would allow the Subject Property to have six (6) <br />total vehicles of outdoor storage, including one (1) unlicensed or inoperable vehicle on a proper <br />parking surface; and <br />WHEREAS, Staff estimates the Subject Property has approximately eight (8) personal <br />vehicles on the property, with some parked on the grass; and <br />WHEREAS, the Nuisance Regulations in the City Code prohibit the outdoor storage of junk, <br />debris, items that are not being put to their intended use, construction debris, and other stockpiles of <br />materials; and <br />WHEREAS, the R-1 Residential District section in the City Code states that a zoning permit <br />is required for the construction of a fence, and the property does not have a zoning permit on file for <br />the fence; and <br />WHEREAS, the Subject Property has outdoor storage of construction materials; and <br />WHEREAS, a second notice of violation and administrative citation were sent on March 2, <br />2021; and <br />RESOLUTION #21-098 <br />Page 1 of 4 <br />
