FUHRMAN: It certainly would. <br />The second point that we planned to discuss was the <br />4 matter of the streets of Brookfield not being a public fora. <br />5 Now we realize, of course, that there are cases that have <br />6 substantial dicta indicating a repetition of the cliche that <br />7 streets are quintessential public fora since time immemorial. <br />8 And we believe that the key word in that cliche is <br />9 the word immemorial. We realize that <br />10 QUESTION: One mans cliche is another man's <br />11 fundamental principle. Be careful here. <br />12 MR. FUHRMAN: Touche. Nevertheless, I think that we <br />13 have to really realize the historical origin of this. Many, <br />14 many years ago, the streets of Ancient Rome converged upon a <br />15 public square known as the Forum. And all of the principal <br />16 buildings were at the Forum, and that Forum was certainly the <br />17 place of discussion and of debate. And all other forums have <br />18 derived their names from that location. <br />19 We submit, however, that in 20th Century United <br />20 States that to say that every street is a public forum is <br />21 simply a statement contrary to fact. <br />22 Take for instance, the major arteries of the <br />23 interstate highway system.
