Public signs and kiosks for interpretive or directional purposes are allowed in the bluff or shore <br />716 impact zones, provided they are placed and constructed to minimize disturbance to these areas <br />717 and avoid visual impacts on public river corridor views. <br />718 f. Public stairways, lifts, and landings must be designed as provided in Section 117-148(g)4c <br />719 (Stairways, lifts and landings). <br />720 (i) VEGETATION MANAGEMENT <br />721 1. Purpose. To establish standards that sustain and enhance the biological and ecological functions of <br />722 vegetation; preserve the natural character and topography of the MRCCA; and maintain stability of bluffs <br />723 and steep slopes and ensure stability of other erosion -prone areas. <br />724 2. Applicability. This section applies to: <br />725 a. Shore impact zones; <br />726 b. Areas within 50 feet of a wetland or natural drainage way; <br />727 c. Bluff impact zones; <br />728 d. Areas of native plant communities; and <br />729 e. Significant existing vegetative stands identified in the MRCCA plan. <br />730 3. Activities allowed without a vegetation permit. <br />731 a. Maintenance of existing lawns, landscaping and gardens; <br />732 b. Removal of vegetation in emergency situations as determined by the City of Ramsey; <br />733 c. Right-of-way maintenance for public facilities meeting the standards Section 117-148(h)3 (Right <br />734 of way maintenance standards); <br />735 d. Agricultural and forestry activities meeting the standards of Sections 117-148(e)2 (Underlying <br />736 zoning); <br />737 e. Selective vegetation removal, provided that vegetative cover remains consistent with the <br />738 management purpose of the MRCCA District, including: <br />739 (1) Vegetation that is dead, diseased, dying, or hazardous; <br />740 (2) To prevent the spread of diseases or insect pests; <br />741 (3) Individual trees and shrubs; and <br />742 (4) Removal of invasive non-native species. <br />743 4. Activities allowed with a vegetation permit. <br />744 a. The following intensive vegetation clearing activities are allowed with a vegetation permit: <br />745 (1) Clearing of vegetation that is dead, diseased, dying, or hazardous; <br />746 (2) Clearing to prevent the spread of diseases or insect pests; <br />747 (3) Clearing to remove invasive non-native species. <br />748 (4) Clearing to prepare for restoration and erosion control management activities consistent <br />749 with a plan approved by City of Ramsey. <br />750 (5) The minimum necessary for development that is allowed with a building permit or as an <br />751 exemption under Section 117-148(1) (Exemptions). <br />21 <br />
