Pre -project site conditions - Describe existing contamination or potential environmental hazards on or in <br />close proximity to the project site such as soil or ground water contamination, abandoned dumps, closed <br />landfills, existing or abandoned storage tanks, and hazardous liquid or gas pipelines. Discuss any <br />potential environmental effects from pre -project site conditions that would be caused or exacerbated by <br />project construction and operation. Identify measures to avoid, minimize or mitigate adverse effects from <br />existing contamination or potential environmental hazards. Include development of a Contingency Plan <br />or Response Action Plan. <br />About 70% of the project area has been in agricultural use since at least the 1930s and the remaining <br />30% has been in woodland and grassland. The project area does not include any known pipelines, <br />transmission lines, or registered storage tanks. The site is not known to include environmental <br />hazards and the agricultural land use history suggests a low potential for environmental <br />contamination. The project area is not known to include previous building sites, disposal areas, <br />storage tanks, pipelines, or utility corridors. <br />Carlson McCain completed a Phase I Environmental Site Assessment (Phase I ESA) for the property <br />in August 2020, and did not identify evidence of recognized environmental conditions or historical <br />recognized environmental conditions in their assessment. <br />The Phase I ESA reported that the site contained no buildings, and recognized that the past <br />agricultural land use generally involved use of pesticides and herbicides, some of which can persist <br />in the environment. However, no evidence of bulk storage or improper application of agricultural <br />chemicals was identified. The conclusions and summary from the Phase I ESA are included in <br />Appendix D. <br />What's in My Neighborhood <br />Review of MPCA and Minnesota Department of Agriculture (MDA) "What's in My Neighborhood" <br />(WIMN) interactive websites did not identify any potential contamination sites, environmental <br />permits, or registrations located within the project area. However, within an 0.25-mile radius of the <br />project area, the MPCA WIMN website identified 10 sites, including six construction stormwater <br />permit sites, two hazardous waste sites, one petroleum brownfield site, and one petroleum leak site <br />(Table 7). The MDA website did not identify any spills, incidents, or contingency areas within 0.25 <br />mile of the project area. <br />The construction stormwater permit sites relate to recent or ongoing construction projects approved <br />in the vicinity of the proposed project. The MPCA file on the brownfield site has been closed since <br />2007. One of the hazardous waste sites is a very small quantity generator and the MPCA file on this <br />other is hazardous waste site is inactive. None of these sites are known to pose an environmental <br />contamination threat to the project area. <br />The MPCA's WIMN database identified the Dave Nathe Farm as a nearby petroleum Leak Site. <br />This Leak Site is located about 320 feet north of the northwest corner of the project area (Figure 7). <br />The MPCA lists it as Leak Site 6487. The Leak Site is described in the Phase I ESA (Appendix D) <br />19 <br />
