CC Regular Session <br />Meeting Date: 04/13/2021 <br />Submitted For: Bruce Westby, Engineering/Public Works <br />By: Joe Feriancek, Engineering/Public Works <br />Information <br />5.6. <br />Title <br />Adopt Resolution #21-085 Approving Plans and Specifications and Authorizing Advertisement for Bids for Tiger <br />Street Reconstruction, Improvement Project #21-02 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #21-085 Approving Plans and Specifications and Authorizing <br />Advertisement for Bids for Tiger Street Reconstruction, Improvement Project #21-02. <br />Background: <br />City Improvement Project 21-02 proposes to reconstruct Tiger Street between Armstrong Boulevard and 173rd <br />Avenue. This street segment was constructed in 1991, measures approximately 2,200 linear feet (0.43 miles) in <br />length, is generally 24-feet wide, is a rural section with drainage ditches, and received a 2020 Pavement and <br />Surface Evaluation Rating (PASER) of 2 meaning the street segment is in need of a full reconstruction. See attached <br />street segment summary for more information. <br />On December 8, 2020, the Ramsey City Council approved the 2021 — 2030 Capital Improvement Program, which <br />identified Tiger Street for reconstruction in 2021. On November 10, 2020, the Ramsey City Council authorized <br />Staff to execute proposals from Bolton & Menk, Inc. for the required topographic survey, and from Chosen Valley <br />Testing (CVT) for required geotechnical work. The geotechnical report generally found clean sand below the <br />existing bituminous and gravel pavement section, however 3 of the 10 borings found 1/2 foot or less of possible <br />buried topsoil below the pavement materials. These topsoil materials are recommended to be removed prior to <br />placement of new aggregate base and bituminous pavement. <br />In 2017, Tiger Street was included in the Ground Penetrating Radar (GPR) Pavement Evaluation performed by <br />Braun Intertec. This GPR data provides bituminous and aggregate base thickness information at one -foot <br />increments along the entire street segment. On average, 2.5 inches of bituminous pavement and 3.3 inches of <br />aggregate base exist along this street. <br />Nine (9) properties have direct access to Tiger Street. Traffic counts taken by Staff in the fall of 2020 found average <br />daily traffic (ADT) volumes of 573 ADT north of Armstrong Boulevard, and 399 ADT south of 173rd Avenue. <br />Tiger Street is not currently included in the City's Municipal State Aid Street (MSAS) system, which is composed <br />of up to twenty -percent of City streets meeting certain criteria per the Minnesota Department of Transportation <br />(MnDOT) Office of State Aid. In summary, a City street segment is eligible to be added to the MSAS system if it is <br />functionally classified as a collector or arterial street, and it it directly connects to other county/municipal state aid <br />highways/streets on both ends. Tiger Street currently functions as a collector street and connects to Armstrong <br />Boulevard / County State Aid Highway (CSAH) 83 on the south end, and 173rd Avenue on the north end, which is <br />included in the City's MSAS system. Staff believes this segment of Tiger Street is a better candidate for the City's <br />MSAS system than some other existing MSAS segments, and will propose to add this segment of Tiger Street to <br />the MSAS system as part of the overall MSAS system revisions that Staff is currently evaluating in response to <br />development pattern changes, MnDOT State Aid rule revisions, and pending Highway 10 frontage road <br />improvements, which have occurred since the City's MSAS system was last officially revised in 2012. In order to <br />allow this segment of Tiger Street to be added to the MSAS system in the future it must be reconstructed with a <br />
