CASE # q <br /> <br /> RECEIVE BIDS AND AWARD CONTRACT FOR IMPROVEMENT PROJECT #02-34, <br /> RAMSEY MUNICIPAL PARKING FACILITY <br /> By: Brian E. Olson, Assistant Public Works Director <br />Background: <br /> <br />Improvement Project #02-34 consists of the construction of a 180,00© s.f. facility that will <br />provide 590 parking stalls in a four story parking ramp. The Feasibility Study for this project was <br />presented to the City and a public hearing was held at the February 22, 2005, City Council <br />meeting. The final site plan was approved on May 10, 2005. Authorization to advertise for bids <br />was ordered on May 24, 2005, and bids were opened on Thursday, July 7, 2005.. <br /> <br />Five (5) bids were received and ranged from $7,253,000 to $9,200,000. A summary of the <br />bidding is as follows: <br /> <br />Bidder <br /> Adolfson & Peterson, Inc. <br /> Penn-Co Construction, Inc <br /> Shaw - Lundquist Associates, Inc. <br /> Knutson Construction <br /> Lund Martin Construction <br /> <br />Amount of Base Bid <br /> $7,253,000.00 <br /> $7,354,000.00 <br /> $7,944,000.00 <br /> $8,887,000.00 <br /> $9,200,000.00 <br /> <br />Engineers Estimate: <br /> <br />$7,279,550.00 <br /> <br />Also attached to this case is a summary of the Bid alternates which would be additions to the <br />contract. It is our intention to modify the resolution if the City Council desires to add any or all <br />of the add alternates based upon the presentation of the alternates by LSA Design in the Work <br />session immediately before the City Council meeting. <br /> <br />LSA recommends reserving a 2% construction contingency to deal with issues and change orders <br />that arise as the project progresses. This amounts to $145,000 that would be allowed for <br />construction change orders. This brings the total of the construction without any add alternates to <br />$7,398,000 which is $2,000 less than the amount that was stated in the feasibility study again <br />without any add alternates. Attached to this case is a resolution that would outline a process to <br />establish the levels of authority for dealing with those change orders in a way that is similar to <br />how we are handling the change orders for the Municipal Center project. <br /> <br />Recommendation: <br /> <br />Since any combination of the bid alternates will not affect the responsible low bidder, it is Staff's <br />recommendation to award the contract to Adolfson & Peterson, Inc. based on the base bid <br />amount of $7,253,000.00. <br /> <br />Council Action: <br /> <br />-291- <br /> <br /> <br />
