Larry Mooney, 17211 Tiger Street, stated traffic is a huge thing. He indicated the City just approved 30 mph on Tiger Street, but there is a lot of traffic. He stated he does not cross Tiger Street on a bike anymore because it is too dangerous. He commented he has seen homes with 2 ½ acres that are planning for sewer and water, and platting their houses to the side to prepare for it. He stated he hopes the City will address the traffic, and not put their kids in danger. City Engineer Jankowski acknowledged there will be more traffic on Tiger Street. He stated Staff is asking for a trail along Armstrong, and maybe should add a trail on Tiger Street. Commissioner Van. Scoy asked if a sidewalk Would not be required on Tiger Street. City Engineer Jankowski indicated Tiger Street is an old County road that was turned back to the City in 1993. He stated it is a straight street, which facilitates people driving faster. He commented that one way to facilitate safety is to separate pedestrians and vehicles. Mr. Sletner stated he is hearing a speed issue on Tiger Street, which they cannot fix, however he will work with Staff on placement of trails and dedication of fight-of-way to facilitate pedestrian traffic. Case #2: Request for Sketch Plan Review of Rum River Prairie; Case of National Growth, LLC Presentation Associate Planner Geisler advised that Nationai Growth, LLC has applied for sketch plan review to' plat 26 single-family lots on the property generally located on Tiger Street at Armstrong Boulevard. She explained Armstrong Boulevard runs through the property, and-the portion proposed to be platted in this first phase is on the east side of Armstrong Boulevard. She stated the property is located in the R-1 Rural Developing District, which has a minimum density of 1 lot per 2.5 acres or 0.4 unites per aCre. She indicated the sketch plan is showing a grow density of approximately 0.36 units per acre. She stated the 26 new lots meet Rol Rural Developing standards for lot width, size, and frontage on a public road. Associate Planner Geisler stated there are wetlands on the proposed plat that will need to be delineated and encumbered with drainage and utility easements on' the preliminary and .final plats. She indicated the grading and drainage plan will have to be reviewed and approved by the Lower Rum River Water Management Organization. Associate Planner Geisler further advised that the proposed lots will be served by a common septic system, constructed to hook up to municipal sewer and water when and if they become available to the property. She stated the septic system is proposed to be shared with the Kelly Acres development to the north. She indicated the sketch plan would gain access from an extension of 170th Avenue and Wolverine Street at Tiger' Street. She stated Staff is requesting a cul-de-sac be placed at Wolverine Street and Tiger Street. She indicated a Tree Preservation Plan will be required at the time of preliminary plat review and approval. She noted the -26- Planning Commission/June 2, 2005 Page 6 of 22
