Commissioner Brauer stated he raised that question at the last meeting, and was told it should not <br />affect individual Wells or systems. He indicated they have to depend on the expertise of those <br />that know these systems to approve the plan. <br /> <br />City Engineer Jankowski stated there are State well and septic codes that have to be followed, so <br />the system will be designed to those standards. <br /> <br />Ms. Finkfiner asked if the City has an idea on when sewer and water would be available to the <br />rest of the property. <br /> <br />Vice Chairperson Johnson indicated they really 'do not have a good idea. <br /> <br />Mr. Tomashevski asked how they could build a common septic syst. em between developments. <br />He asked if there would be covenants to cover maintenance. <br /> <br />Vice Chairperson Johnson stated he assumes the City will review the legal requirements, but it is <br />possible for people to bind themselves legally to a common system. He indicated it would be a <br />contractual' relationship between the developers and homeowner's associations and approved by <br />the City. <br /> <br />Commissioner Van Scoy stated as he looks at the proposed layout, the common septic system <br />appears to be landlocked. <br /> <br />Associate Planner Geisler stated they are proposing access from Wolverine. <br /> <br />Commissioner Van Scoy asked what happens to that'land when the system is abandoned. <br /> <br />Associate Planner Geisler stated when sewer is available and the system is properly abandoned <br />the association would decide what to do with the land. She indicated it would belong to the <br />homeowner's association. <br /> <br />Mr. Sletner indicated it is a really odd shaped piece of land. He stated .as the rest of Kelly Acres <br />becomes developed there will be extra mn-off, and the thought was to use the land as a storm <br />water management fac. ility for Kelly Acres. <br /> <br />Commissioner Van Scoy asked if a properly abandoned septic system would be an issue for use <br />as a storm water mn-off. <br /> <br />City Engineer Jankowski indicated it would not. <br /> <br />Associate Planner Geisler stated the City would verify that if they approved any more <br />development on Kelly Acres. <br /> <br />-28- <br /> <br />Planning Commission/June 2, 2005 <br /> Page 8 of 22 <br /> <br /> <br />
