288 (2) The variance is consistent with the character and management purpose of the MRCCA <br /> 289 district in which it is located; <br /> 290 (3) The variance will not be detrimental to PCAs and PRCVs nor will it contribute to negative <br /> 291 incremental impacts to PCAs and PRCVs when considered in the context of past,present and <br /> 292 reasonable future actions;and <br /> 293 (4) The variance will not negatively impact(other MRCCA plan-identified resources). <br /> 294 4. Conditional and interim use permits.All conditional and interim uses, required under this Section, must <br /> 295 comply with Minnesota Statutes,section 462.3595 and must consider the potential impacts on primary <br /> 296 conservation areas, public river corridor views,and other resources identified in the MRCCA plan. In <br /> 297 reviewing the application,the City of Ramsey shall: <br /> 298 a. Evaluate the impacts to these resources and if negative impacts are found, require conditions to <br /> 299 mitigate the impacts that are related to and proportional to the impacts,consistent with Section <br /> 300 117-148(c)5(Conditions of approval);and <br /> 301 b. Make written findings that the conditional use is consistent with the purpose of this Section,as <br /> 302 follows. <br /> 303 (1) The extent, location and intensity of the conditional use will be in substantial compliance <br /> 304 with the MRCCA Plan; <br /> 305 (2) The conditional use is consistent with the character and management purpose of the MRCCA <br /> 306 district in which it is located; <br /> 307 (3) The conditional use will not be detrimental to PCAs and PRCVs nor will it contribute to <br /> 308 negative incremental impacts to PCAs and PRCVs when considered in the context of past, <br /> 309 present and reasonable future actions;and <br /> 310 (4) The conditional use will not negatively impact(other MRCCA plan-identified resources). <br /> 311 5. Conditions of Approval.The City of Ramsey shall evaluate the impacts to PCAs, PRCVs,and other <br /> 312 resources identified in the MRCCA Plan,and if negative impacts are found,require conditions to mitigate <br /> 313 the impacts that are related to and proportional to the impacts. Mitigation may include: <br /> 314 (1) Restoration of vegetation identified as"vegetation restoration priorities" identified in the <br /> 315 MRCCA plan. <br /> 316 (2) Preservation of existing vegetation; <br /> 317 (3) Stormwater runoff management; <br /> 318 (4) Reducing impervious surface; <br /> 319 (5) Increasing structure setbacks; <br /> 320 (6) Wetland and drainageway restoration and/or preservation;and <br /> 321 (7) And other conservation measures. <br /> 322 6. Application materials.Applications for permits and discretionary actions required under this Section <br /> 323 must submit the following information unless the Zoning Administrator determines that the information <br /> 324 is not needed. <br /> 325 a. A detailed project description;and <br /> 326 b. Scaled maps and plans,dimensional renderings, maintenance agreements,and other materials <br /> 327 that identify and describe: <br /> 9 <br />
