<br />Councilmember Woestehoff introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #21-090 <br /> <br />RESOLUTION APPROVING SITE PLAN AND FINAL PLAT FOR STORYTELLER <br />CAFE <br /> <br />RECITALS <br /> <br /> <br />1.The Stories Foundation, hereinafter referred to as the “Permittee” has properly <br />applied for Site Plan and Final Plat approval for a Storyteller Café on the property <br />legally described as OUTLOT B, COR STONE BROOK ACADEMY, Anoka <br />County, Minnesota (“Subject Property”). <br /> <br /> <br />2.That the Applicant is purchasing the Subject Property from the City of Ramsey. <br /> <br /> <br />3.That the Planning Commission met and discussed the project on April 8, 2021 and <br />recommended approval of the project. <br /> <br /> <br />4.That the Subject Property is zoned COR, which is a mixed-use zoning designation and <br />guided as such in the 2040 Comprehensive Plan. <br /> <br /> <br />5.That the City Council reviewed and approved the request on April 27, 2021. <br /> <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Ramsey City Council hereby grants approval of the Site Plan and Final Plat (the <br />“Permit”) for Storyteller Café on the Subject Property contingent upon the following <br />conditions: <br /> <br />CONDITIONS <br /> <br /> <br /> <br />1.That the Applicant enter into a Development Agreement with the City. <br /> <br />2.Final legal form approved by the City Attorney. <br /> <br />3.Compliance with Staff comments as noted in ProjectDox. <br /> <br />4.That the Applicant executes the purchase agreement with the City for the Subject Property. <br /> <br />5.Provide elevations for all 4 sides of the building including 4 sided architecture with no <br />vinyl lap siding, update rear elevation with additional articulation. Move garbage enclosure <br />away from drive-thru lane. Confirm that ADA Parking Stalls meet State requirements. <br /> <br />6.Revise the site plan to be a maximum of 15 feet from Sunwood Drive property line. <br />Delineate edge of patio with planters, planter boxes, or another edging treatment to help <br />clearly identify public and private areas. <br /> <br />
