WHEREAS, <br />the Property Owner has not been making continued progress of the cleanup- <br />required onsite. <br /> <br />FINDINGS OF FACT <br /> <br /> <br />1.The City inspected the property from the road on November 4, 2020. <br /> <br /> <br />2.The City sent formal notices via US Mail on November 4, 2020 for a first notice of violation <br />requesting they develop a repair plan and send it to the City for review by December 3, 2020. <br /> <br /> <br />3.The City discussed the violation with the Property Owner via telephone on: <br /> <br />a.November 25, 2020 to discuss requirements of the letter; and <br /> <br />b.December 16, 2020 to check the status of repair plan. No updates were provided; and <br /> <br />c.February 19, 2021 to schedule an inspection of the interior of the home to check for <br />interior damage; and <br /> <br />d.April 2, 2021 to check if the Property Owner had found a contractor. The Property <br />Owner stated they had not. <br /> <br /> <br />4.The City inspected the interior and exterior of the property with the Property Owner on <br />March 12, 2021. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Ramsey City Council hereby grants approval of the hiring of a siding contractor on <br />the Subject Property as outlined below, contingent upon verification of any violation(s) of <br />City Code: <br /> <br /> <br />1.That the City of Ramsey hereby approves the hiring of a contractor to complete the siding of <br />the principal structure, windows on the principal structure, and ensuring the house is in <br />compliance with the property maintenance code. <br /> <br /> <br />2.That the City Staff will reach out to at least three (3) reputable contractors to complete the <br />work and will choose the lowest responsible bid, and the cost of the work plus a 50% <br />administrative charge will be assessed to the property taxes for repayment. <br /> <br /> <br />3.That future violations within twelve (12) months of the same type will result in financial <br />penalties and quicker escalation of violation notices. <br /> <br /> <br />4.That the City Council reserves the right to escalate future violations directly to District Court <br />for Temporary Restraining Order. <br /> <br /> <br />5.That if the Property Owner misses one of the aforementioned deadlines, Staff has the <br />approval to: <br /> <br />a.Reinspect the Subject Property and document all items out of compliance. <br /> <br />b.Issue an abatement notice for specific items outlined in step (a). <br /> <br />c.Abate the Subject Property of items and charge abatement back to Property Owner. <br /> <br />Resolution #21-102 <br />Page 2 of 3 <br /> <br /> <br />
