Absent: Councilmember Jeffrey. <br /> <br />Case #4: <br /> <br />Request for Comprehensive Plan Amendment for Marigold Pond; Case of <br />Oakwood Land Development, Inc. <br /> <br />Community Development Director Trudgeon advised Case Nos. 4 and 5 are related. He stated <br />Oakwood Land Development has submitted an application for an amendment to the 2001 <br />Comprehensive Plan. The request is to change the land use designation from Rural Developing <br />to l,ow Density Residential on the property on the east side of Highway 47, north of the Boy <br />Scout Camp. The amendment to the Comprehensive Plan, along with a subdivision request, <br />would allow the applicant to develop the property with single-family homes served by sanitary <br />sewer and municipal water. He advised Oakwood Land Development is proposing to extend <br />sanitary sewer and municipal water to the subject property, located in the R-1 Residential - Rural <br />Developing District. The preliminary plat is proposing to develop the property with single <br />~amily homes at urban densities. The 2001 Comprehensive Plan designates the subject property <br />as Rural Developing. Development of Marigold Pond with urban services requires a <br />Comprehensive Plan Amendment to change the subject property's land use designation from <br />Rural Developing to Low Density Residential. <br /> <br />Community Development Director Trudgeon advised staff is recommending approval of the <br />request lbr Comprehensive Plan Amendment based on staff's interpretation of the criteria listed <br />in the Interim Policy. It should be noted that Met Council Staff is also supportive of the City <br />processing Comprehensive Plan amendments to accommodate immediate requests for services <br />and advised thc City to submit the major Comprehensive Plan rewrite later this fall when <br />regional systems are updated. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Olson, to adopt Resolution <br />#05-06-190 approving the request and authorize staff to submit the Comprehensive Plan <br />Amendment to the Metropolitan Council. <br /> <br />l~'urthcr discussion: Councilmember Strommen stated she appreciates staff addressing the <br />development guidelines drafted by the Council. <br /> <br />Motion carried. Absent: Councilmember Jeffrey. <br /> <br />Case #5: <br /> <br />Request for Preliminary Plat Review of Marigold Pond; Case of Oakxvood <br />Land Development <br /> <br />Community Development Director Trudgeon stated Oakwood Land Development has applied for <br />preliminary plat review to develop 92 urban single family residential lots on the property <br />generally located on Highway 47 at 160th Lane NW. The property is 58 acres in size and is <br />currently located in the R-1 Rural Developing district, with a minimum density of 1 lot per 2.5 <br />acres.
