<br />WHEREAS, the Property Owner has not been compliant with Staff requests for <br />inspections and has not been making continued progress of the cleanup required onsite. <br /> <br />WHEREAS, the Property Owner has not paid for the administrative citations and no <br />contact has been established. <br /> <br />FINDINGS OF FACT <br /> <br />1. The City inspected the property from the road on: <br /> <br />a. March 17, 2021; and <br />b. April 2, 2021. <br /> <br />2. The City sent formal notices via US Mail on: <br /> <br />a. March 17, 2021 for a first notice of violation requesting the proper storage or <br />removal of items being stored outside, and request for application for a home <br />occupation permit. The notice cited City Code requesting public nuisance items to <br />be removed and home occupation permit for lawnmower salvage operation. A <br />home occupation permit questionnaire was included. <br />b. March 17, 2021 for a first notice of violation requesting the proper storage or <br />removal of items being stored outside, and request for application for a home <br />occupation permit. The notice cited City Code requesting public nuisance items to <br />be removed and home occupation permit for lawnmower salvage operation. A <br />home occupation permit questionnaire was included and first citation of $75.00. <br /> <br />3. The City has received no payment or contact from the Property Owner. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Ramsey City Council hereby grants approval of the proposed code enforcement <br />action plan on the Subject Property as outlined below, contingent upon verification of any <br />violation(s) of City Code: <br /> <br />1. The City of Ramsey shall utilize Northstar Towing and Reshetar Systems Inc. for <br />abatement services per City policy. <br /> <br />2. That the week of May 25, 2021, the City of Ramsey will work with the abatement <br />contractors listed above to remove pieces of machinery, salvage parts, lawnmowers and <br />and other nuisance items stored outside that are not being put to their intended use. <br /> <br />3. That future violations within twelve (12) months of the same type will result in financial <br />penalties and quicker escalation of violation notices. <br /> <br /> <br />RESOLUTION #21-115 <br />Page 2 of 3 <br />
