10:00 p.m. Requests for special events to continue past this time are considered on a case by <br />case basis. Included in the Councils packet is a color -coded zoning map for consideration with <br />the possibility of granting permits based on zoning. Another option would be to continue to look <br />at requests on a case by case basis. <br />Councilmember Look asked if there has been any feedback regarding the recent event held at <br />Diamonds. <br />Police Chief Way indicated staff did not receive any calls regarding the event at Diamonds. <br />Councilmember Strommen inquired about permit requests beingworked out with staff and <br />q <br />included on the Consent Agenda. <br />Interim City Administrator Nelson replied generally this can be done; the recent request from <br />Diamonds needed to be heard by the Council because it deviated from City Code with the <br />request to go past 10:00 p.m. with music. <br />Council and staff discussed the following options to deal with outdoor music permits: <br />■ Consideration of permit requests on a case by case basis <br />• A possible entertainment zone along Highway 10 where outdoor music would be allowed <br />later than the current 10:00 p.m. limit <br />o Mayor Pro Tem Elvig expressed his support of a zone that allows outdoor music. <br />He stated this would allow individuals to plan events without requesting a <br />qg <br />variance and presenting their case to the Council. He pointed out that this would <br />allow the service and retail sector in the City to be proactive about events. <br />• Possible hours to allow outdoor music based on days of the week and holidays <br />Consensus of the Council was to direct staff to proceed with changing the City Code to allow <br />outdoor music citywide until 11:00 p.m. <br />{ <br />Police Chief Way informed the Council that there is presently a big issue regarding organized <br />ultimate fighting. Several cities have come up with ordinances that prohibit ultimate fighting. <br />He requested direction regarding whether Council would like to consider an ordinance on this <br />topic. <br />Consensus of the Council was to direct staff to include sample ordinances on the topic of <br />organized ultimate fighting on a future work session agenda for consideration. <br />3) Work Sessions on QCTV <br />Interim City Administrator Nelson indicated Council has discussed televising work sessions on <br />cable. This has been done at times in the City. Staff is seeking direction on how Council would <br />like to proceed. <br />Councilmember Dehen asked if there has been any quantifiable statistics as to how many people <br />are watching work sessions. <br />City Council Work Session / July 17, 2007 <br />Page 7 of 12 <br />
