Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #21-115 <br />A RESOLUTION APPROVING HIRING CONTRACTORS TO ABATE PUBLIC <br />NUISANCE ITEMS FROM 7471 152nd AVE NW <br />WHEREAS, the property owner Paul M. Griffin (the "Property Owner") has an open code <br />enforcement case on the property generally known as 7471 152nd Avenue NW and legally described <br />as follows: <br />E 200 FT OF W 800 FT OF S 220 FT OF N 660 FT OF SE 1 /4 OF SEC 21 TWP 32 RGE 25, <br />EX RD, SUBJ TO EASE OF REC, Anoka County, Minnesota <br />(the "Subject Property"); and <br />WHEREAS, the Subject Property is zoned R-1 Residential (Rural Developing); and <br />WHEREAS, the Subject Property is approximately 0.85 acres in size; and <br />WHEREAS, there are documented City Code violations for the year 2021, with notices of <br />violation regarding home occupation and public nuisance items; and <br />WHEREAS, the City has most recently opened a case on the Subject Property for violations <br />related to home occupation and public nuisance items; and <br />WHEREAS, the City sent a formal first notice of violation on March 17, 2021 for home <br />occupation and public nuisance violations; and <br />WHEREAS, the City of Ramsey City Code would allow the Subject Property to apply for a <br />home occupation permit and properly store of all public nuisance items; and <br />WHEREAS, Staff estimates the Subject Property has over 10 lawnmowers on the property, <br />alleged to be part of Subject home occupation violation; and <br />WHEREAS, the Nuisance Regulations in the City Code prohibit the outdoor storage of junk, <br />debris, items that are not being put to their intended use, construction debris, and other stockpiles of <br />materials; and <br />WHEREAS, the Home Occupation section in the City Code states that a home occupation <br />will not become a nuisance to the neighborhood or otherwise violate these guidelines, and the <br />property does not have a home occupation permit; and <br />WHEREAS, a second notice of violation and administrative citation were sent on April 2, <br />2021; and <br />WHEREAS, the Property Owner has not been compliant with Staff requests for inspections <br />and has not been making continued progress of the cleanup required onsite. <br />RESOLUTION #21-115 <br />Page 1 of 4 <br />
