Sustaining Our Legacy <br />The Future of Ramsey Town Hall <br />INTRODUCTION <br />The Old Ramsey Town Hall/District No. 28 Schoolhouse (OTH) is the most historically <br />significant structure of the few surviving 19th-century structures in Ramsey. The schoolhouse <br />is located in the far southeastern corner of the city. It currently sits empty, surrounded by <br />modern development and with no plan for its future use. This project explores the historical <br />and current context of both the building and the site, and presents two alternatives for the <br />future: redevelopment in situ, or relocation to The COR (Center of Ramsey). <br />City of Ramsey <br />• SITE OF OLD TOWN HALL <br />The Town Hall is located at <br />14150 St. Francis Boulevard <br />NW in Ramsey, Minnesota. <br />Ramsey is in the southwest <br />corner of Anoka County, <br />about half an hour from <br />downtown Minneapolis. <br />1-111111 <br />0 <br />Part I: EXPLORATION <br />POSTER NUMBER <br />History of the Area <br />We explore the historical significance of <br />Cr Cr the OTH in the Anoka County area and <br />specifically, in the development of the <br />City of Ramsey. <br />History of the Building <br />We investigate the timeline of the <br />building and its past uses. <br />rM <br />Historic Preservation Context <br />We recognize prior preservation efforts <br />of the community and their current <br />engagement with and use of the area's <br />existing historical resources. <br />St. Paul <br />The Old Town Hall, looking northwest, Ramsey, Minnesota (circa 2017) <br />In the following posters we will explore the Old Town Hall's place in Ramsey, evaluate its <br />context within the city, and project future plans for the building. Our goal is to provide a <br />vision for the Old Town Hall that promotes a sense of place in Ramsey while also <br />developing a plan for it to once again benefit the community. We will carry out this <br />project in three parts: <br />o— <br />Part II: EVALUATION <br />Historical Significance <br />We assess and determine the building's <br />historical significance. <br />Future Preservation Outreach <br />We recommend city policies that can <br />encourage good stewardship of <br />Ramsey's historic resources. <br />Context and Constraints <br />We evaluate the site and surrounding <br />land use over time. We evaluate issues & <br />opportunities that exist with neighbors. <br />Building Condition <br />We evaluate the current condition of <br />the OTH and recommend changes. <br />Part III: PROJECTION <br />Retrofit: Redevelopment In Situ <br />We provide possible uses consistent <br />with the building's location, some of <br />which may involve collaborations with <br />surrounding businesses. <br />Relocation: Move to New Site <br />We propose sites for relocation. We <br />recommend possible uses that may <br />benefit The COR and acknowledge <br />consequences of relocation. <br />Conclusion <br />We provide recommendations based <br />on our evaluation of the building, the <br />site, and potential future uses. <br />ALTERNATIVE <br />The Old Town Hall building is one of the few remaining links to Ramsey's rural past. The <br />following posters present an overview of its significance, an investigation into its current state, <br />and proposals for its future use.
