It can be placed in a "then and now" context in proximity to the current <br />City Hall or be moved to a pastoral context to closely mimic its historic surroundings. There <br />are various options for programming in both contexts: an entrepreneurial space like a cafe <br />+ or retail establishment, or a museum or interpretive learning center. <br />PROPOSED SITE LOCATIONS <br />PROPOSED PROGRAMMATIC USES <br />Cafe Retail <br />Adapts well <br />to space <br />restrictions. Provides <br />a destination for <br />social gathering. <br />Serves the COR <br />and surrounding <br />businesses. <br />Produces <br />high traffic in <br />a historic building. <br />Hard on interior of <br />the building. Limits <br />growth. <br />7-2 <br />---, <br />(�) <br />1 <br />I <br />Iu tI <br />DO I <br />SITE A: "Then and Now" SITE B: Pastoral <br />The schoolhouse will be placed in <br />a "then and now" context with <br />the City Hall, driving home the <br />notion of historical progress. <br />The COR is slated for increased large- <br />scale development in the coming years. <br />This scale mismatch will diminish the <br />visibility of the schoolhouse. <br />Adapts well <br />to space <br />restrictions. Brings <br />new generation and <br />use to old building. <br />Provides economic <br />draw in the COR. <br />High turn- <br />over in new, <br />unestablished retail. <br />Loses connection to <br />original use of <br />building. Limited <br />space limits store <br />options and growth. <br />CONCLUSION <br />The Old Town Hall building serves as a window into Ramsey's <br />history. It keeps the city connected to its rural roots and <br />creates a sense of place anchored in the building's historical <br />context and connection to its surroundings. Keeping the building <br />in its current location is important to keeping that context and <br />program history, and remaining on the National Register. Beyond <br />that, the structural integrity of the building is such that the possible <br />damage to the building during a move is not worth the risk. In its <br />current location the Old Town Hall building can serve as a starting <br />point for Ramsey to create a local Historic Preservation <br />Commission or Historical Society. Remaining in place and on the <br />National Register, the Old Town Hall can serve as a true showpiece <br />for Ramsey. <br />PA521 1: Land Use Planning / Instructor: Fernando Burga PhD. <br />The schoolhouse will be sited <br />on its own, which is important <br />to give the building a proper <br />historical context. <br />1- Existing in a setting more like its <br />original one, the building will become <br />more of a destination. <br />® This may make it harder for the <br />public to engage with the building. <br />nterpretive Learning/Museum <br />+Fits within the <br />building's <br />original context. <br />Capitalizes on local <br />history.
