MEMORANDUM OF UNDERSTANDING <br />BETWEEN THE CITY OF RAMSEY AND AMERICAN FEDERATION OF <br />STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AI?SCME) <br />ARTICLE 21 M.O.U. UNIFORMS <br />This Memorandum of Understanding is made between the City of Ramsey and <br />AFSCME; and <br />WHEREAS, the City and the Union are parties to a 2021 collective bargaining <br />agreement; and <br />WHEREAS; Section 21.3 and Section 21.5 of the labor agreement, shalibe null and void <br />while this MOU is in effect; and <br />WITEREAS, certain EMPLOYEES wear clothing that is considered taxable under state <br />and federal law, if provided by the City; and <br />WHEREAS, the annual uniform stipend will be paid to these EMPLOYEES in one <br />payment through their regular biweekly payroll disbursement on the second payroll in <br />March. This stipend will be included in the EMPLOYEES' taxable earnings and <br />applicable taxes will be withheld according to Interna1 Revenue Service; and <br />WHEREAS; in the event any such items are lost or damaged through the negligence of <br />the EMPLOYEE possessing said property, (reasonable wear and depreciation expected), <br />such EMPLOYEE shall be financially responsible for the replacement of said negligently <br />lost or destroyed item; and <br />WHEREAS, members utilizing the City's uniform service are ineligible for the stipend; <br />and <br />WHEREAS, the foliowing information is an excerpt from the City's Personnel Policy <br />and all EMPLOYEES are expected to, adhere to the following: <br />The dress and appearance of City employees has a direct reflection on the <br />professionalism of our services. A neat, we11grooniedemPl0Yee will <br />present a positive image of the City and deniionstrate the pride of our City <br />employees. Our appearance and attire have a definite impact on the way <br />we are perceived by others and the confidence that customers have in our <br />ability to provide quality services. <br />Therefore, the parties met, negotiated and agreed upon the following: <br />For 2021, the City will provide a monetary uniform stipend to the EMPLOYEES. <br />in the following positions at the amounts listed: <br />
