Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #21-128 RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR DOLOMITE STREET DEMOLITION, IMPROVEMENT PROJECT #21-07, AND APPROVING SUPPLEMENTAL AGREEMENT #1 FOR RIVERDALE DRIVE RECONSTRUCTION, IMPROVEMENT PROJECT #21-00 WHEREAS, Riverdale Drive between Feldspar Street and Sunfish Lake Boulevard, which is part of the City of Ramsey's Municipal State Aid Street (MSAS) system, is being reconstructed under City Improvement Project #21-00; and WHEREAS, the removal of Dolomite Street between Riverdale Drive and Highway 10 is identified in the Highway 10 Access Planning Study, was moved forward in the Ramsey Gateway Plan, and was initially considered for incorporation into the 2021 Riverdale Drive Reconstruction project but was excluded due to concerns with project delays as a result of increased Minnesota Department of Transportation (MnDOT) State Aid requirements; and WHEREAS, on February 11, 2021, the City of Ramsey's Economic Development Authority recommended City Council approval for the removal of Dolomite Street between Riverdale Drive and Highway 10, and approved allocating $50,000 from the EDA cash balance to fund the City's portion of project costs; and WHEREAS, pursuant to Ramsey City Council Resolution #21-048, adopted February 23, 2021, the City entered into a contract with Bolton & Menk, Inc. to develop final plans and specifications for Improvement Project #21-07, Dolomite Street Demolition between Riverdale Drive and Highway 10, including removing the Dolomite Street access to U.S. Highway 10; and WHEREAS, Bolton & Menk, Inc. completed final plans and specifications and submitted them to the MnDOT State Aid office for review and approval as required due to some work occurring within Highway 10 right-of-way, and requested approval to add this work to the Riverdale Drive Reconstruction project using a supplemental agreement; and WHEREAS, MnDOT approved the plans and of adding the Dolomite Street Demolition work to the Riverdale Drive Reconstruction project using a supplemental agreement; and WHEREAS, Kuechle Underground, Inc. has agreed to incorporate the Dolomite Street Demolition work into their contract for the Riverdale Drive Reconstruction project using the unit prices included in Supplemental Agreement #1.
