A copy of the solicitation letter for the MnDOT fiscal year 2023 LPP grant program, which includes more detailed <br />information, is attached to this case. As noted in the letter, local agencies will be notified whether they were <br />awarded the requested LPP funds in late August, 2021. Funds for selected projects will become available July 1, <br />2022. Projects that are awarded funding must be let by June 30, 2023. <br />Since LPP funds are only issued to the City at the time the project is substantially complete, the City must carry all <br />project costs to be paid through LPP funds until the project is considered substantially complete and payment can be <br />processed. <br />Total project costs are estimated at $3,650,000 with the roadway, trail and storm sewer construction costs estimated <br />at $1,693,000. The City is requesting the maximum grant award amount of $710,000. <br />Notification: <br />Notifications are not required for this case. <br />Observations/Alternatives: <br />Observations: <br />Applications for funding under the State fiscal year 2023 Local Partnership Program (LPP) solicitation are due <br />June 2, 2021. <br />Alternatives: <br />Adopt Resolution #21-149 authorizing a State fiscal year 2023 Local Partnership Program (LPP) grant application <br />for the maximum allowable amount of $710,000 to fund a portion of the costs to extend Riverdale Drive from <br />Llama Street to Bowers Drive, designated as Improvement Project #20-05. <br />Funding Source: <br />As noted in the attached LPP grant application package, the estimated construction costs for the proposed <br />improvements is $2.749 million. <br />Bolton and Menk, Inc. prepared and submitted the LPP grant application at a not -to -exceed fee of $1,900, which is <br />included in the indirect project costs and will be shared among the project funding partners.
