<br />General Fund expenditures totaled $13,572,786 in 2020, an increase of $1,157,331 (or 9.3 percent) from
<br />the prior year, and were $269,197 (or 2.0 percent) over the final budget. The variance to budget was
<br />primarily related to COVID-19-related spending caused by the pandemic.

<br />As the graph displays, the increase in expenditures was spread across most categories as anticipated in the
<br />budget. Natural inflationary increases and the continued growth in development in the City contributed to
<br />the overall increase in expenditures. A slight decrease in capital spending and interest charges accounted
<br />for the change in the "other" category presented above. Additional COVID-19-related spending also
<br />increased spending in the current year.
