Natural inflationary increases and the continued growth in development in the City contributed to <br />the overall increase in expenditures. A slight decrease in capital spending and interest charges accounted <br />for the change in the "other" category presented above. Additional COVID-19-related spending also <br />increased spending in the current year. <br />-13- <br />
