Councilmember Musgrove asked if the Seamans would agree that it would be acceptable to refund <br />the $1,500 and not refund the fee of $250. <br />Ms. Seaman confirmed that they would support that. She explained why they had confusion on <br />whether a permit would be required for a retaining wall based on their previous discussion with <br />staff. <br />City Administrator Ulrich confirmed the consensus of the Council to support refunding the $1,500 <br />and not refunding the fee of $250. <br />3.
