Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #21-166 <br />A RESOLUTION DECLARING A BUILDING A HAZARDOUS STRUCTURE, <br />APPROVING CODE ENFORCEMENT PROCRESS AND AUTHORIZING <br />ABATEMENT AT 8106 ALPINE DRIVE NW <br />WHEREAS, the property owner Lowell Vasseur (the "Property Owner") has an open code <br />enforcement case on the property generally known as 8106 Alpine Drive NW and legally described <br />as follows: <br />W1/2 OF NE1/4 OF SE1/4 EX THAT PRT PLATTED AS WHISP- ERING PINES ESTATES PLAT 2; <br />SUBJ TO EASE OF REC; EX RD, Anoka County, Minnesota <br />(the "Subject Property"); and <br />WHEREAS, the Subject Property is an owner -occupied property; and <br />WHEREAS, the Subject Property is zoned R-1 Residential (Rural Developing); and <br />WHEREAS, the Subject Property is approximately 4.62 acres in size; and <br />WHEREAS, the City has most recently opened a case on the Subject Property for violations <br />related to off-street parking, outdoor storage, public nuisances, and work without a permit; and <br />WHEREAS, the City sent a formal first notice of violation on May 21, 2021 for off-street <br />parking, outdoor storage, public nuisances, and work without a permit; and <br />WHEREAS, the City of Ramsey City Code would allow the Subject Property to properly <br />store all items in accordance with Section 117-355 regarding residential off-street parking; and <br />WHEREAS, the residential off-street parking in the City Code prohibits the storing of more <br />than eight (8) items on the Subject Property in the R-1 Developing Rural zoning district; and <br />WHEREAS, the City of Ramsey Staff inspected the Subject Property with the Property <br />Owner on June 2, 2021; and <br />WHEREAS, the Property Owners has been allowed a month to address garbage on the rear <br />property and to obtain roofing quotes; and <br />WHEREAS, during inspection Ramsey City Staff discovered health hazards regarding <br />accumulations of feces, refuse, and other debris; and <br />WHEREAS, Ramsey City Staff discovered a possible safety hazard regarding the roof on the <br />principle structure. <br />RESOLUTION #21-162 <br />Page 1 of 4 <br />
