Mr. Bums requested that we revise the City of. <br />Ramsey Flood Insurance Rate Map (FIRM) based on filling of the floodplain performed <br />when his home was constructed in [987. We have denied his request because it appears <br />this activity violates National Flood Insurance Program (NF~), Minnesota Department <br />of Natural Resources (DNR), and City of Ramsey floodplain development regulations. <br /> <br />The documentation provided with Mr. Bums' request caused our mapping contractor to <br />determine the fill was placed in the regulatory floodway of Trott Brook. Floodway filling <br />and other potential encroachments into the floodway require an engineering analysis to <br />determine the impact of the filling. No development in the floodway may cause any rise <br />in the Base Flood Elevation anywhere in the community. There was no engineering <br />analysis provided with Mr. Bums' request. The City of Ramsey should have held up any <br />filling or construction permits until the analysis'was performed and no rise in. flood <br />elevations was assured. We cannot continue to process this request unless and until we <br />have the requisite analysis Called for in' your floodplain ordinance. <br /> <br />Mr. Bums provided a.Community Acknowledgement Form signed by City Engineer <br />Steven Jankowski (copy attached) stating that the house is located in the floodway fringe <br />and that the city has no knowledge of any filling taking place on the property. We would <br />like to see documentation from the permit file that supports this finding, 'as our <br />contractor's work demonstrates otherwise.
