.Federal

Emergency Management
Washington, D.C. 20472

NOV 1 2 2OO3,

The Honorable Thomas G. Gamec
Mayor, City of Ramsey
15153 Nowthen Boulevard Northwest
Ramsey, MN 55303

Agency

IN REPLY REFER TO:
Case No.: 03-05-3776A
Community: City of Ramsey,
Anoka County, Minnesota
Community No.: 270681
Map Panels Affected:
Flood Insurance Rate Map: 270681 0005 B
Flood Boundary and
Floodway Map: 270681 0005 B
Map Effective Dates: November 1, 1979

218-65-NFS

Dear Mayor Gamec:

We reviewed a request, dated May 29, 2003, for a Letter of Map Revision Based on Fill. Ail
required information for this request was received as of July 11, 2003. Using the information
submitted and the effective National Flood Insurance Program (NF~) map, we determined that
the structure on the property described below was built within the Special Flood Hazard Area
(SFHA) and the regulatory floodway for Trott Brook, after the floodway was designated;
theretbre, flood insurance is required. The structure on this property is correctly shown on the
effective NFEP map in the SFHA, designated Zone Al. The SFHA is an area that would be
inundated by the flood having a 1-percent chance of being equaled or exceeded in any given year
(base flood).

Property Description:

A portion of Section 6, Township 32 North, Range 25 West, as
described in Warranty Deed, Document No, 1533564, filed for
record on November 8, 2000, by the Recorder, Anoka County,
Minnesota

Street Address:

9421 Ermine Boulevard Northwest

Flooding Source:

Trott Brook

We have determined that the structure located on the property described above was elevated by
the placement of fill within the regulatory floodway adopted by your community. Inaccordance
with Subparagraph 60.3(d)(3) of' the NFW regulations, no encroachments may take place within
the regulatory floodway if the encroachment would cause an increase in the Base Flood
Elevations (BFEs). Therefore, the fill placed on the property may be in violation of this
regulation. We have notified our Regional Office in Chicago, Illinois, of this situation.
Revisions to the BFEs and/or regulatory floodway must be coordinated by community officials
and submitted to the appropriate Federal Emergency Management Agency (FEMA) Regional

37
