FINDINGS OF FACT <br />1. The City inspected the property from the road on: <br />a. May 21, 2021 <br />2. The City inspected the property with the Property Owner on: <br />a. June 2, 2021 <br />3. Property Owner responded by phone call to initial letter on May 28, 2021 requesting <br />more information for schedule June 2, 2021 inspection. <br />4. The City sent formal notices via US Mail on: <br />a. May 21, 2021 for a first notice of violation requesting permits be applied for, removal <br />of refuse and garbage, and removal or proper storage of inoperable vehicles over the <br />permitted one (1) per property. <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />That the Ramsey City Council hereby grants approval of the proposed occupancy determination <br />and abatement plan on the Subject Property as outlined below, contingent upon verification of <br />any violation(s) of City Code: <br />1. The City of Ramsey shall utilize Northstar Towing and Reshetar Systems Inc. for <br />abatement services per City policy. <br />2. The City of Ramsey Staff shall be given authority to conduct building inspection for <br />safety of the roof and living conditions. <br />3. The City of Ramsey Staff shall utilize Anoka County to determine habitability of <br />property and resources for the Property Owner. <br />4. The City of Ramsey Staff shall have the authority to determine the process of bringing <br />property into habitable standards after a determination of living conditions is reached. <br />5. That the week of June 28, 2021, the City of Ramsey will work with the abatement <br />contractors listed above to remove: <br />a. Vehicles, equipment, or outdoor storage items until at eight (8) items <br />b. Refuse and garbage on the property <br />c. Construction materials and items stored outside under tarps <br />d. Any inoperable, non -licensed vehicles over one (1) allowed <br />6. That future violations within twelve (12) months of the same type will result in financial <br />penalties and quicker escalation of violation notices. <br />Resolution #21-162 <br />Page 2 of 4 <br />
