<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #21-147 <br /> <br />RESOLUTION APPROVING WEST ARMSTRONG REDEVELOPMENT ECONOMIC <br />DEVELOPMENT FRAMEWORK <br /> <br /> WHEREAS, the City of Ramsey, is committed to increasing the tax base and the creation <br />of quality jobs within the community; and <br /> <br />WHEREAS, the existing road and utility infrastructure in the West Armstrong Project area <br />is outdated and in need of reconstruction in order to help facilitate private development that will <br />result in the creation of additional tax base and creation of new jobs; and <br /> <br />WHEREAS, the City Council supports industrial development west of Ferret Street and <br />COR zoning east of Ferret Street and making more developable industrial land available; and <br /> <br />WHEREAS, the City Council agrees that road and utility infrastructure improvements in <br />the West Armstrong Redevelopment Area would help facilitate development and redevelopment <br />resulting in increasing the tax base and the creation of jobs; and <br /> <br />WHEREAS, the City Council is open to negotiating acquisition with willing sellers of <br />land in the West Armstrong Redevelopment Area in order to facilitate industrial development; and <br /> <br />WHEREAS, the Council is currently not interested in negotiating acquisition with willing <br />sellers of land in the West Armstrong Redevelopment Area that are zoned COR; and <br /> <br />WHEREAS, the City Council supports being a financial partner in the West Armstrong <br />Redevelopment Area Infrastructure project. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the City directs City Staff to obtain quotes to prepare plans and specifications for a <br />road and City utility infrastructure project in the West of Armstrong Redevelopment Area <br />and to bring it back for City Council authorization. <br /> <br />2) That the City supports the use of EDA/TIF/HRA funds with a preference to use TIF to fund <br />the plans and specifications. <br /> <br />3) That the City Council supports the following policy statements: <br /> <br />a. The City Council confirms that land use vision or redevelopment with retail future land <br />uses east of Ferret Street (west of Armstrong Boulevard) and industrial future land uses <br />west of Ferret Street (east of the Bunker Lake Industrial Park). <br /> <br />
