Regular Planning Commission 5. 6. <br />Meeting Date: 07/22/2021 <br />By: Chloe McGuire Brigl, Community <br />Development <br />Information <br />Title: <br />Provide Feedback on Proposed Residential Development on Armstrong/Bunker; Case of Centra Homes <br />Purpose/Background: <br />The purpose of this case is to review a site plan from Centra Homes, who shared with the City a high-level concept <br />plan for residential homes off the SE corner of Bunker Lake Blvd and Armstrong Blvd, north of the existing <br />roundabout. The existing land is owned by the City of Ramsey and guided for residential and commercial. The <br />Applicant has provided a site that shows the site as entirely residential. Staff provided high-level, preliminary <br />comments on the site plan (attached) and Staff is requesting that the Planning Commission confirm the direction for <br />the site as residential and commercial, with the SW corner of the site reserved for commercial. This would be no <br />change from previous direction. <br />Notification: <br />No notification is required. There is no formal application at this time. <br />Observations/Alternatives: <br />The COR Interim Development Plan shows numerous options for this site. The document can be found here, with <br />pages 8 - 11 dedicated to this site: <br />http: //www.ci. ramsey.mn.us/DocumentCenter/View/723/The-COR-Interim-Development-Plan-PDF?bidld= <br />This case has not yet been formally submitted to the City, this is a "free pass" to get comments and feedback from <br />the Planning Commission prior to developing a formal application. If the Planning Commission feels the Applicant <br />should retain a piece for commercial and comply with existing plans and noted Staff comments, the Planning <br />Commission should leave this case on the consent agenda. <br />Funding Source: <br />Staff is handling this case as part of regular duties. <br />Recommendation: <br />Staff recommends directing the Applicant to modify the site plan to conform with Staff comments, and retaining a <br />piece of the land in the SW corner of the site for commercial. <br />Action: <br />Direct the Applicant to modify the site plan and apply for formal Sketch Plan application, modifying the application <br />to include all Staff comments. <br />Attachments <br />Site Plan <br />Staff Comments (Preliminary) <br />
