Regular Planning Commission <br />Meeting Date: 07/22/2021 <br />Submitted For: Chloe McGuire Brigl, Community Development <br />By: Chloe McGuire Brigl, Community Development <br />Information <br />Title: <br />Review Proposed Site Plan for G Will Liquors <br />5. 7. <br />Purpose/Background: <br />The purpose of this case is to review a high level proposal for G Will Liquors on the northeastern corner of Alpine <br />Drive and Highway 47, across from Bil's Superette. The Subject Property is currently just over 20 acres and is <br />home to Ken's Repair and Sales, as well as a residential home. The Applicant is proposing to split off a section of <br />this 20 acre piece that is currently vacant for the store. <br />Notification: <br />No notification is required. <br />Observations/Alternatives: <br />The attached site plan is a site plan from G Will Liquors in another City, which they are proposing to duplicate (as <br />much as possible) on the Subject Property. G Will Liquors uses a simliar site plan and architectural plan for their <br />sites, which is standard for businesses with multiple locations. G Will Liquors has locations in Andover, Champlin, <br />Brooklyn Park, Blaine, Lino Lakes, Oak Grove, Cottage Grove, and Royalton. <br />The Subject Property is zoned B-1 in the southern section, where G Will Liquors would be, and R-2 Medium <br />Density Residential north of the liquor store site. Off sale liquor is an allowed use in the B-1 Business District. <br />The proposed Site Plan, while not complete, appears to meet the requirements of the B-1 district for parking, <br />setbacks, site layout, and lot coverage. <br />Staff is waiting for digital copies of the proposed Site Plan and will update the case with attachments when <br />they are received. <br />Funding Source: <br />Staff is handling this "free pass through review" as part of normal duties. Staff frequently offers up a free cycle of <br />review prior to an Applicant investing in formal plans, to ensure that the City is generally supportive of the project. <br />Recommendation: <br />Recommend that the Applicant move forward with formal Site Plan and Final Plat review. <br />Action: <br />Recommend that the Applicant move forward with formal Site Plan and Final Plat review. <br />Attachments <br />No file(s) attached. <br />
