<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #21-177 <br /> <br />RESOLUTION APPROVING HIRING CONTRACTORS TO ABATE OFF-STREET <br />PARKING ITEM FROM 7820 151st LANE NW <br /> <br />WHEREAS, <br />the property owner Mike Krouse (the “Property Owner”) has an open code <br />st <br />enforcement case on the property generally known as 7820 151 Lane NW and legally described <br />as follows: <br /> <br />GREENLAND HILLS PLAT 2 LOT 8 BLK 3 GREENLAND HILLS PLAT 2(SUBJ TO <br />EASE AS SHOWN ON PLAT), Anoka County, Minnesota <br /> <br />(the “Subject Property”); and <br /> <br />WHEREAS, <br />the Subject Property is an owner occupied property; and <br /> <br />WHEREAS, <br />the Subject Property is zoned R-1 Residential (Rural Developing); and <br /> <br />WHEREAS, <br /> the Subject Property is approximately 0.89 acres in size; and <br /> <br />WHEREAS, <br /> there are documented City Code violations dating back to 2019 with <br />notices of violation regarding noxious growth, and off-street parking; and <br /> <br />WHEREAS, <br /> the City has most recently opened a case on the Subject Property for <br />violations related to noxious growth and off-street parking; and <br /> <br />WHEREAS, <br />the City sent a most recent formal first notice of violation on May 28, 2021 <br />for noxious growth and off-street parking; and <br /> <br />WHEREAS, <br /> the City of Ramsey City Code would allow the Subject Property to properly <br />store all items in accordance with Section 117-355 regarding residential off-street parking; and <br /> <br />WHEREAS, <br />the residential off-street parking in the City Code prohibits the storing of <br />vehicles on grass in the R-1 Rural Developing zoning district; and <br /> <br />WHEREAS, <br />the residential off-street parking in the City Code prohibits the storing of an <br />inoperable, unlicensed vehicle in the front driveway in the R-1 Rural Developing zoning district; <br />and <br /> <br />WHEREAS, <br />the Property Owner has not responded to attempts to contact Staff <br />concerning violations; and <br /> <br />WHEREAS <br />, the Property Owner has not paid for the administrative citation; and <br /> <br /> <br />
