Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #21-169 <br />A RESOLUTION APPROVING CODE ENFORCEMENT PROCESS AND HIRING OF <br />A CONTRACTOR AT 17646 SAINT FRANCIS BLVD NW <br />WHEREAS, the property owner Angelia & Charles Lattery (the "Property Owners") have an <br />open code enforcement case on the property generally known as 17646 St. Francis Blvd NW and <br />legally described as follows: <br />LOT 2 BLOCK 1 GREEN VALLEY ESTATES , EX RD SUB] TO EASE OF REC, Anoka County, <br />Minnesota <br />(the "Subject Property"); and <br />WHEREAS, the Subject Property is an owner -occupied property; and <br />WHEREAS, the Subject Property is zoned R-1 Residential (Rural Developing); and <br />WHEREAS, the Subject Property is approximately 2.5 acres in size; and <br />WHEREAS, there are documented City Code violations dating back to 2009 with notices of <br />violation regarding outdoor storage, refuse and garbage, off-street parking, work without a permit, <br />and accessory (hoop) buildings; and <br />WHEREAS, the City has most recently case from 2018 on the Subject Property for <br />violations related to outdoor storage, refuse and garbage, off-street parking, and accessory (hoop) <br />buildings; and <br />WHEREAS, the City sent a formal first notice of violation on July 10, 2018 for off street <br />parking, outdoor storage of abandoned or inoperable vehicles, public nuisance, and work without a <br />permit; and <br />WHEREAS, the City sent a formal first notice of violation on September 20, 2018 for <br />accessory "hoop" buildings; and <br />WHEREAS, the City of Ramsey City Code would allow the Subject Property an accessory <br />structure in accordance with Section 117-349 regarding accessory uses and buildings; and <br />WHEREAS, the residential off-street parking in the City Code prohibits the storing of more <br />than eight (8) items on the Subject Property in the R-1 Rural Developing zoning district; and <br />WHEREAS, the City of Ramsey City Code would allow the Subject Property to properly <br />store one (1) abandoned or inoperable vehicle in accordance with Section 117-355 regarding off <br />street parking; and <br />RESOLUTION #21-169 <br />Page 1 of 4 <br />
