CC Regular Session <br />Meeting Date: 06/22/2021 <br />Submitted For: Chloe McGuire Brigl, Community Development <br />By: Brian McCann, Community Development <br />Information <br />5. 16. <br />Title <br />Adopt Resolution #21-173 Adopt Resolution #21-173 Authorizing an Environmental Assessment Worksheet <br />(EAW) for the Trott Brook North Development; Case of Trott Brook North - The Excelsior Group (Project <br />#20-103) <br />Purpose/Background: <br />The purpose of this case is to authorize a Mandatory Environmental Assessment Worksheet (EAW) for a proposed <br />270 lot detached single-family subdivision. A project of this size requires an EAW under State Statute. <br />Notification: <br />Notification of the Public Comment Period will be made consistent with Minnesota Rules. Staff has attempted to <br />notify all Property Owners within 700 feet of the Subject Property as part of the Sketch Plan Review with the <br />Planning Commission on March 4, 2021. The same notification will be provided for the Preliminary Plat submittal. <br />No notification is required to allow an EAW to take place onsite. <br />Observations/Alternatives: <br />Please note that this does not give approval to the plat/project itself, but is a step required by Minnesota Rules prior <br />to approval of a Preliminary Plat due to the size of the project. The Preliminary Plat (entitlement) will be in front of <br />the City Council at a future meeting. Staff will have their consultants review the EAW, at cost to the <br />developer/applicant, when the EAW is completed per guidance from State Statute, and will bring it back to City <br />Council for formal approval. <br />Further note: this action does not give final approval of the EAW; it simply authorizes an EAW to be completed for <br />applicable agencies and general public. <br />Funding Source: <br />All costs associated with the EAW and Application are the responsibility of the Developer. <br />Recommendation: <br />Staff recommends the authorization of an EAW for the Trott Brook North development. <br />Action: <br />Motion to adopt Resolution #21-173 authorizing an EAW of the Trott Brook North development. <br />Site Location Map <br />Concept Plan <br />Resolution #21-173 <br />Attachments <br />Form Review <br />
