Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #21-177 <br />A RESOLUTION APPROVING HIRING CONTRACTORS TO ABATE OFF-STREET <br />PARKING ITEM FROM 7820 151 st LANE NW <br />WHEREAS, the property owner Mike Krouse (the "Property Owner") has an open code <br />enforcement case on the property generally known as 7820 151 st Lane NW and legally described as <br />follows: <br />GREENLAND HILLS PLAT 2 LOT 8 BLK 3 GREENLAND HILLS PLAT 2(SUBJ TO EASE AS SHOWN <br />ON PLAT), Anoka County, Minnesota <br />(the "Subject Property"); and <br />WHEREAS, the Subject Property is an owner occupied property; and <br />WHEREAS, the Subject Property is zoned R-1 Residential (Rural Developing); and <br />WHEREAS, the Subject Property is approximately 0.89 acres in size; and <br />WHEREAS, there are documented City Code violations dating back to 2019 with notices of <br />violation regarding noxious growth, and off-street parking; and <br />WHEREAS, the City has most recently opened a case on the Subject Property for violations <br />related to noxious growth and off-street parking; and <br />WHEREAS, the City sent a most recent formal first notice of violation on May 28, 2021 for <br />noxious growth and off-street parking; and <br />WHEREAS, the City of Ramsey City Code would allow the Subject Property to properly <br />store all items in accordance with Section 117-355 regarding residential off-street parking; and <br />WHEREAS, the residential off-street parking in the City Code prohibits the storing of <br />vehicles on grass in the R-1 Rural Developing zoning district; and <br />WHEREAS, the residential off-street parking in the City Code prohibits the storing of an <br />inoperable, unlicensed vehicle in the front driveway in the R-1 Rural Developing zoning district; and <br />WHEREAS, the Property Owner has not responded to attempts to contact Staff concerning <br />violations; and <br />WHEREAS, the Property Owner has not paid for the administrative citation; and <br />WHEREAS, the Subject Property has had four (4) off-street violations in three years, since <br />August 2018; and <br />RESOLUTION #21-177 <br />Page 1 of 4 <br />
