CC Regular Session 7. 6. <br />Meeting Date: 06/22/2021 <br />By: Colleen Lasher, Administrative <br />Services <br />Information <br />Title <br />Appoint an Interim Deputy City Administrator and an Interim Community Development Director <br />Purpose/Background: <br />Deputy City Administrator/Community Development Director Tim Gladhill's last day with the City is June 22, <br />2021. A recruitment is currently underway, however the soonest date a new employee is expected to start with the <br />City is October 4, 2021. During the recruitment process it is necessary to bridge the gap of time from Mr. Gladhill's <br />departure to the starting date when a new Deputy City Administrator /Community Development Director is named. <br />City Administrator Ulrich is recommending the role be temporarily split. He is recommending the temporary <br />appointment of the Finance Director, Ms. Diana Lund, as the Interim Deputy City Administrator and the temporary <br />appointment of the City Engineer, Mr. Bruce Westby, as the Community Development Director. Both of these <br />temporary interim roles would be effective June 23, 2021 through the onboarding of a new Deputy City <br />Administrator/Community Development Director. <br />Extra Duty Pay / Interim Pay <br />The City's Personnel Policy states: The City Administrator shall have the authority to grant short-term extra duty <br />pay. Any extra duties that qualify for extra duty pay would be responsibilities that fall well outside of the respective <br />employee's job description and would have a defined end date, but would not exceed six months. Typically, extra <br />duty pay would be tied to a special project or event. At the City's discretion, extra duty pay may be paid via a <br />payroll stipend. Interim pay would include, for example, filling in for a vacancy, FMLA or leave absence. Interim <br />pay shall not exceed 10% over the current base salary. The City Administrator's approval of extra duty pay or <br />interim pay is subject to available funding within the budget. <br />Funding Source: <br />The funding required for this action is included in the 2021 budget and will come from the savings as a result of the <br />vacancy. <br />Recommendation: <br />To appoint Finance Director, Ms. Diana Lund, as the Interim Deputy City Administrator and to appoint City <br />Engineer, Mr. Bruce Westby, as the Interim Community Development Director; both employees would receive a <br />five percent wage increase effective June 23, 2021 through the onboarding of the new Deputy City <br />Administrator/Community Development Director. <br />Action: <br />Motion to appoint the following interim roles, including a five percent increase to both employees' pay, effective <br />June 23, 2021: <br />1) Appoint Finance Director, Ms. Diana Lund, as the Interim Deputy City Administrator; and <br />2) Appoint City Engineer, Mr. Bruce Westby, as the interim Community Development Director. <br />Attachments <br />
