<br />Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #21-196 <br /> <br />RESOLUTION APPROVING A PROPERTY MAINTENANCE STANDARDS <br />AGREEMENT AND DECLARING TERMS FOR RUM RIVER HILLS GOLF CLUB AT <br />16659 SAINT FRANCIS BLVD NW <br /> <br /> WHEREAS, Rum River Hills Golf Club, hereinafter referred to as the “Applicant”, has <br />been operating a golf course and restaurant business at the property generally known as 16659 St. <br />Francis Blvd NW and legally described as Outlot A, B, D, E, F, and G Rum River Hills. <br /> <br /> WHEREAS, the Applicant wishes to construct a soil berm for the purposes of storing <br />vegetative debris for maintenance burning of debris on the Subject Property; and <br /> <br /> WHEREAS, the Applicant has no alternative placement to allowed burning of vegetative <br />matter and has been using this technique of brush removal for some time; and <br /> <br /> WHEREAS, The City Council of the City of Ramsey approved of the proposed <br />maintenance standards on July 13, 2021. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Applicant may construct the soil berm in accordance with the Site Plan, <br />contingent upon the Applicant entering into Property Maintenance Agreement with the <br />City. <br /> <br />2) That the Property Standards Agreement is subject to final review by the City Attorney <br />as a legal form. <br /> <br />3) That the Applicant agrees to relocate the existing berm, and dig up, inspect for any <br />inorganic debris, and flatten current placement near pond. <br /> <br />4) That the Applicant agrees to seed the outside of the berm and area surrounding for an <br />aesthetic exterior with no soil exposed to the residences adjacent to Subject Property. <br /> <br />5) The Applicant agrees to apply for burn permits twice a year; once at the beginning of <br />Spring and at the end of Fall, at a minimum, in order to keep the pile in neat and orderly <br />condition. <br /> <br />6) That the Applicant agrees to burn or empty the pile if it ever exceeds the top of the berm. <br /> <br />7) That the top of the berm shall be no more than 3 feet in height. <br /> <br />8) That the Applicant shall secure all necessary permits and licenses. <br /> <br />
