CASE # <br /> <br />PUBLIC HEARING ON IMPROVEMENT PROJECT #02-40 SANITARY SEWER <br />WATERMAIN AND STORM SEWER IMPROVEMENTS TO OAK TERRACE <br />ESTATES MOBILE HOME PARK <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />On November 8, 2002 a petition from Oak Terrace Estates, was presented to the City <br />Cotmcil requesting that a study be prepared which would determine the feasibility of <br />extending city sewer and water services to this mobile home trailer park located along <br />T.N. 10. Attached to this case is a copy of the feasibility study which outlines the above <br />improvements. Notice has been sent to the benefited property owner. Oak Terrace Estates <br />Mobile Flome Park, as required by City Code and Minnesota Statues Chapter 429 along <br />with a copy of the feasibility study. <br /> <br />Thc project proposes a ten inch sanitary sewer be extended to the site from the manhole <br />located approximately 100 feet west of Sunfish Lake Boulevard within the Sunfish <br />Commons convenience strip mall. The proposed sanitary sewer will be constructed to <br />City standards, including adequate drainage and utility easements to service the system. <br />Thc City utility will be responsible for the maintenance of all facilities constructed to <br />City standards. Any additional sewer-lines beyond those constructed to City standards <br />will remain private sewers which will be the maintenance responsibility of Oak Terrace. <br />All of the existing septic tanks and cesspools which lie adjacent to the railroad tracks will <br />bc abandoned in conjunction with sanitary sewer installation. The remaining on-site <br />facilities will be properly abandoned by Oak Terrace within twelve months of the <br />sanitary sewer installation. <br /> <br />Municipal water service would be extended from the eight-inch watermain which <br />presently terminates just beyond the southeastern comer of Oak Terrace. The eight-inch <br />waterline would be extended through the existing service drive which runs north of and <br />parallel to the Highway 10 right-of-way. A six-inch service stub will be installed up to <br />the existing well house. A reduced pressure back flow preventor and a service meter will <br />bc placed between the City system and the Oak Terrace system which will remain <br />private. The City shall be responsible for the operation and maintenance of the six and <br />eight water system, fire hydrant valves and the water meter. Oak Terrace will be <br />responsible for the abandonment of its well, and operation and maintenance of its private <br />distribution system and the backflow preventor. Drainage and utility easements must be <br />dedicated to the City over all areas necessary to service the public watermains. <br /> <br />Tim existing drainage system is proposed to be replaced with four storm manholes and <br />630 feet of 12 to 24 inch storm pipe which would transmit the runoff into the stormwater <br />pond which is located immediately east of Oak Terrace. <br /> <br /> <br />
