Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, and Pearson. <br />V~)ting No: Councilmembers Elvig, Jeffrey, and Strommen. <br /> <br />t?urthcr discussion: Councilmember Jeffrey stated he has trouble with condemning someone's <br />property il' there have not been any good faith negotiations at this point. <br /> <br />Case #6: <br /> <br />Request to Rezone Property from R-1 Single Family Residential to Planned <br />Unit Development; Case of Shade Tree Communities <br /> <br />· Community Development Director Trudgeon advised Shade Tree Communities has applied for a <br /> rezoning to Planned Unit Development (PUD) for the property located east of Nowthen <br /> Boulevard, west of Potassium Street, and south of 157th Lane. This PUD would allow for the <br /> detached townhomes and setback variances in the proposed development. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to introduce an <br />ordinance amending Section 9.20.04 "Map" of Chapter 9 of the City Code of Ramsey, <br />Minnesota. <br /> <br />Further discussion: Councilmember Elvig asked if a PUD would still be required if units 8, 9 <br />and 10 were to be removed from the plan. Community Development Director Trudgeon replied <br />a l'lJI) would still be necessary for detached townhomes. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Jeffrey, <br />()lson, and Strommen. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for Preliminary Plat and Site Plan Approval of Rum River Estates; <br />Case of National Growth <br /> <br />C(~mmuni. ty Development Director Trudgeon indicated National' Growth has applied for <br />preliminary plat and site plan review to develop a residential Planned Unit Development (PUD) <br />subdivision on the property located north of Potassium Street and south of 157t~ Lane. The <br />preliminary plat is proposing to gain access from Potassium Street. <br /> <br />Councihnember Strommen stated aside from the Potassium Street issue, her major concern is the <br />length ol'the cul-de-sac shown in the site plan <br /> <br />Councihncmber Olson concurred. <br /> <br />(;ouncihnember Elvig stated this is a challenging piece of property without any access to the <br />south. [lc suggested if this project is approved the City should look at first right of refusal on the <br />properties directly north of the cul-de-sac to provide access.
