REQUEST FOR SITE PLAN APPROVAL FOR AN EXPANSION AT SUNFISH
EXPRESS; CASE OF VANAK, LLC, FRANK YAMOUTPOUR;
By: Sylvia Frolik, Asst. Comm. Dev. Dir./HRA Exec. Dir.

Background:

Frank Yamoutpour is proposing to expand the Sunfish Express facility at the comer of
Sunfish Lake Blvd. (County Road 57) and U.S. Highway 10. The current facility consists
of gasoline sales, convenience store, car wash, and Taco Johns (drive-up and interior
seating).

The following items are enclosed for your informati6n:

a)
b)
c)
d)
c)
0

Site location map
Site plan, floor plan, exterior elevations
Exhibit identifying internal traffic patterns
City Staff review letter dated June 30, 2005
Draft Planning Commission meeting minutes dated July 7, 2005
Proposed Development Permit

Notification:

Site Plans are not required to be subjected to public hearings. Notice of the proposed
expansion was sent to the owner and tenants of Sunfish Commons, the adjacent retail
center to the west of Sunfish Express.

Observations:

Mr. Yamoutpour is proposing to relocate the car wash vacuum island to the north side of
the property and expand the principal building by 1,742 square feet to facilitate the
addition of a 2-bay oil change service. The subject property is 1.64 acres in size and
zoned H- 1 Highway 10 Business. The proposed use is permitted in this zoning district.

City Code restricts building coverage to 35% of the lot area; the current 8,583 square foot
building equates to a lot coverage of 11.9%. The 1,742 square foot addition increases the
lot coverage by 2.4%, for a total lot coverage of 14.4%. The lot coverage is in
compliance with the 35% restriction.

Thc addition meets the I0 foot side yard setback on the west side of the building.

City Code requires a total of 48 parking spaces with the additional use. The site plan
identifies 50 parking spaces for services,. The 50 space calculation includes the 2-bay oil
