Each single family unit will need to adhere to the Town Center Development <br />Guidelines. <br /> <br />A/so on June 28, 2005, the City Council adopted revisions to the Town Center Zoning District that will <br />change the maximum front yard setback to 25 feet and the minimum driveway length to 20 feet. The <br />site plan complies with the new standards. <br /> <br />The new lots will be served by a 50-foot public street right-of-way with a standard 32-feet pavement <br />width. Thc development of the plat will include the construction of the following public streets: 147th <br />l~ane NW extending west from Town Center Gardens, Zeolite St NW, and Town Center Drive. <br />(a-adh~g and street alignment must be coordinated with the Town Center Gardens Development to the <br />cast. The construction of Town Center Drive north of Bunker Lake Blvd is not scheduled until 2008, <br />and no bonding has been initiated for this street. If this street is to be constructed prior to 2008 Staff is <br />recommending that the Developer be responsible for construction, unless a temporary alternative can <br />bt agreed upon by the Developer and the City. <br /> <br />The ~l'C-4a District requires 2 off-street parking spaces for each unit; the double garages and driveways <br />provide 4 ofl~street parking spaces for each unit. <br /> <br />The I'ark Comlnission reviewed the sketch plan on February 10. They stressed the Town Center <br />I)evelopment guideline that encourages the use of private"eourtyards or usable greenspace being <br />provided for the residents of the buildings. The final site plan complies with the development <br />guidelines and provides green spaces for recreational and stormwater management purposes on each <br />block. <br /> <br />Thc Grading and Drainage and Utility Plans have been reviewed. Necessary revisions are included in <br />the City Staff Review Letter and Engineering Memo dated July 21, 2005. Revised plans are required. <br /> <br />There arc several easements within the proposed plat that must be vacated prior to recording of the <br />plat; Staff' bas included this easement vacation as a condition of plat approval. <br /> <br />Stormwater generated by the 8th, 9th, and l0th Additions cannot be fully accommodated on-site; part of <br />the volume will be directed to the regional stormwater pond in Town Center West Park. Staff has <br />reviewed calculations provided by the applicant; this increase in runoff will increase the area of the <br />regional pond by 3.0 acre feet, raising the pond level approximately 0.1 feet. <br /> <br />The proposed Landscaping Plan is generally acceptable with some minor modifications. No tree <br />preservation plan is required as the site is void of trees. <br /> <br />Thc Master Development Agreement for Town Center establishes that there are no park or trail fees <br />due on this plat. However, there is a park payment obligation in the 1st Amendment to the Master <br />Development Agreement that requires a cash payment, to the City, upon sale of the property in an <br />amount equal to $750.00 times the number of eligible units on the property in accordance with the <br />×oning regulations. <br /> <br />Final ly, Staff is still in the process of drafting a Development Contract for the 8th Addition. A copy will <br />be available for Council review at the meeting. <br /> <br /> <br />
