I)ETERMINATION OF NEED FOR ENVIONMENTAL IMPACT STATEMENT (ELS) <br />FOR PULTE HOMES SOMMERSET STATION DEVELOPMENT <br /> CASE OF CITY OF RAMSEY <br /> By: Patrick Trudgeon, AICP, Community Development Director <br /> <br />Background: <br /> <br />Pulte I [omes has submitted a subdivision plan to develop 190 acres located north of Highway <br />//10, west of Armstrong Blvd., and south of Alpine Drive. The proposed development, <br />Sommcrset Station, plans to have approximately 98 acres is proposes to be developed with <br />residential units for a net density of approximately 8.0 units per acre. 36 acres is proposing to be <br />developed with commercial uses. A portion of the property is already zoned TC-2 (18 acres), the <br />remaining 18 acres of proposed commercial area will need to be rezoned to commercial. <br /> <br />Based on thc size of the development and number of residential units, a mandatory <br />Environnicntal Assessment Worksheet (EAW) is required under State of Minnesota Rules. The <br />City released a draft EAW on May 27, 2005 for comments by governmental agencies and the <br />public. The public comment period ended on July 6, 2005. Under the State of Minnesota Rules, <br />thc City must now make a determination on whether further environmental review is warranted <br />lbr~Sommcrset Station. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Draft EAW dated May 27, 2005 <br />c) Comments Regarding the Draft EAW <br />d) Resolution creating Findings of Fact <br />c) Resolution making determination on need for EIS <br /> <br />Observations: <br /> <br />'['he City received comments from four governmental agencies regarding the Draft EAW. <br />(Anoka County, MnDOT, Minnesota DNR, and the Metropolitan Council). Responses to their <br />corn ments have been included with this case. <br /> <br />Staff is finalizing responses to the comments received and will present them to the Council at the <br />meeting. <br /> <br />Under Mim~csota Rules, the City must r~ow make a decision on whether the EAW and responses <br />to the comments are adequate in addressing environmental issues regarding the proposed <br />development. Based on findings of fact, the City needs to determine whether additional <br />environmental review through an Environmental Impact Statement (EIS) is needed. <br /> <br />Rccommcndation: <br /> <br /> <br />
