As the river crossing is added to the network, the traffic
distribution on the roadway network is changed and some of the intersections 'that '-
operated well in 201.7 hil in 2030, with no further improvements. Additional lanes are
added at the in~emections along Arrfistrong Botdevard to assure that the intersectio.n
movements perform at LOS D or better il~ .0.~0.- The design recommended fi'om the'
traffic analysis in 2030 requ'[res a four-iane divided roadway for Armstrong Boulevard
north of Industry Avenue and a six-lane dix4ded highway south of Industry Avenue. This
design will also allow tbr a txiple left turn westbound fi'om industry to Armstrong that is
aeedcd for the traffic. As an alternative, an interchange design that -allows for. a fi'ce
movement westbound to southbound would eliminate the need for the'triple left turn.
The addition of an interchange to and from the east on TH 10 at the existing location.of
Armstrong Boulevard would also eliminate the need tbr a triple left turn at Industry and
Armstrong by diverting some of the traffic to the new interchange instead of traveling
through the intersection. ..

Even with the additional lanes on'Armstrong at the TH 10 sh~gle-poin, t interchange, With
the change in traffic patterns, specific traffic movements MI1 fail. This f. ai!ure is a direct
result of the river crossing and its associated traffic patterns, specifically the eaxt to south
and north to west movements. To provide acceptable 0p~rations, tl~e interchange design
will require ti'ee movements for the northbound left in addition to the right turns. This
design requirement would require a system-to-system interchange for those movements.
The left tm'ns southbound and eastbourrd would also benefit from free movements.

The City will continue tO work with the Minnesota Department of Transp0rtation
(Mn/DOT) and Anoka County to find m:~ acceptable solution to acco'mmodate 2030 traffic
volumes and the Mississippi River Crossing.

page 2.~ of 24
Prepared by':
Bol~on & Menk b,c
