COMMENTS & RESPONSES

Sommcrset Station EAW
Junc 30, 2005
Page 2

on lawn watering, the City can significantly reduce water usage. To reduce the use from 150
gallons, we recommend that the City promote or require drought tolerant landscaping and
appropriate site preparation.

Water Quality: Surface Water Runoff (Item No. I7)

The purpose for including a discussion of the proposed Lake Itasca outlet is not clear. The EAW
seems to suggest that the outlet would protect either homes around the lake or the Ramsey
Town Center. In either case, it does not appear to benefit the Sommerset Station project. In
fact, it would likely increase flow rates and volumes through the wetland onthe Sommerset
Station site. We recommend that the City clarify this hydrologic relationship arid include in the
EAW an evaluation of the potential impacts of the outlet. Additionally, regardless of where the
flooding concern lies, another strategy would be to elevate'the houses properly and maintain
runoff rates and volumes at or below pre-existing levels.

Thank you for the opportunity to review this project and the EAW; We loOk forward .to receiving
your record of decision and responses to comments at the c0'bclusion of environmental Ce¥ieW.
Minnesota Rules part 4410.1700, subparts 4 and 5; require you to senGu~~ your'RecOrd of
Decision within five days of deciding on this action.
