2) Full MnRAM analysis of all wetlands--S67,081, which incorporates all of the work of <br /> Option 1 but also includes full MnRAM analysis of Manage 2 and Manage 3 wetlands. <br /> <br />ri'he Planning Commission held public hearings for this draft ordinance on May 5, 2005 and July <br />7, 2005. At the public hearing in May, a resident raised a concern that requiring wetland buffers <br />without compensation would be a taking of property. Staff has asked the City Attorney to <br />review the proposed ordinance regarding this concern. <br /> <br />'['he following items are enclosed: <br /> <br />a) Planning Commission meeting minutes dated May 5, 2005 <br />b) Draft Planning Commission meeting minutes dated July 7, 2005 <br />c) Draft Wetland Buffer Ordinance <br />d) Proposed resolution authorizing the transfer of $35,000.00 from the Landfill Tipping <br /> Fund to the General Fund to engage the services of Peterson Environmental <br /> Consulting Inc to conduct a wetlands inventory and assessment <br /> <br />Recommendation: <br /> <br />The Planning Commission, by a 5-1 vote, and the Environmental Policy Board ha'~e <br />recommended adoption of the proposed wetland buffer ordinance. <br /> <br />While a l'ull wetlands inventory is preferred, the Environmental Policy Board has recommended <br />that at the very least Option 1 (Full MnRAM analysis of Preserve and Manage 1 wetlands with <br />partial, off-site analysis of Manage 2 and Manage 3 wetlands) be implemented. If, at a later <br />time, l'unding is available, a full MnRAM assessment of Manage 2 and Manage 3 wetlands could <br />be completed. <br /> <br />Staff has applied for a MetroEnvironment Partnership grant through Metropolitan Council <br />Environmental Services which, if awarded, would cover the cost of a full MnRAM analysis. <br />However, the grants will not be awarded until mid-August. Therefore, Staff is requesting <br />authorization to engage the services of Peterson Environmental Consulting Inc. for the purpose <br />of conducting a wetlands inventory and assessment for the City at a cost not to exceed $35,000 <br />as a contingency if Ramsey is not awarded grant monies. <br /> <br />City Staff is recommending that the cost of this project be covered with a transfer from the <br />Landfill Tipping Fund to the General Fund. Environmental expenses are a legitimate use of' <br />Landfill Tipping Fees. <br /> <br />Council Action: <br /> <br />Motion by Councilmember and seconded by Councilmember <br />the proposed wetland buffer ordinance. <br /> <br />to introduce <br /> <br />-and- <br /> <br /> <br />
