To assure the general health, safety, and welfare of City residents by <br />preservation and conservation of wetlands and sound management of <br />development by: <br /> <br />1. Conducting an inventory of all natural and constructed wetlands within <br /> the City; <br /> <br />Developing a system of management classifications for wetlands <br />within the City based on wetland functions and values, through the <br />application of an assessment method accepted under the WCA; <br /> <br />3. Preparing and maintaining a comprehensive set of official maps to be <br /> reviewed and adopted by the City Council, identifying the location and <br /> management classifications of all inventoried wetlands within the City; <br /> <br />4. Establishing wetland regulations that are coordinated with flood plain, <br /> shoreland protection regulations and stormwater management; <br /> <br />5. Requiring sound management practices to protect, maintain, and <br /> improve the quality of wetlands within the community; <br /> <br />7. <br /> <br />Adhering to standards established in the WCA as permitted and <br />enforced by the Lower Rum River Water Management Organization <br />(LRRWMO), which is the Local Governing Unit (LGU); <br /> <br />Obtaining protective easements over or acquire fee title to wetlands as <br />appropriate; and, <br /> <br />Developing and maintaining a program to educate the public about the <br />numerous benefits and features that wetlands provide and the adverse <br />effects of improperly managed urban development on wetlands. <br /> <br />9.26.04 <br /> <br />General PrOvisions. <br /> <br />Subd. 1. Identification and Delineation of Wetlands. <br /> <br />ao <br /> <br />This Section shall apply to all land containing wetlands and land within <br />the setback and buffer areas as defined herein. Wetlands shall be subject to <br />the requirements established herein, as well as restrictions and <br />requirements established by other applicable Federal, State, and City Code <br />and regulations. These wetland protection regulations shall not b'e <br />construed to allow anything otherwise prohibited in the zoning district <br />where the wetland area is located. <br /> <br />A wetland is land that meets the definition of "wetlands" set forth in <br />Section 9.02 of this Chapter. It is the responsibility of an applicant to <br />delineate the exact wetland boundary or to determine that no wetland <br />exists on a subject property. All delineations must be approved by the <br />LGU. Wetland delineations supplied by applicants shall be certified by a <br />qualified wetland delineator.
