Whether the variance will impair established property values within the <br />neighborhood. <br /> <br />Whether the variance will violate the intent and purpose of the <br />Comprehensive Plan. <br /> <br />d. Whether the variance requested is the minimum variance necessary to <br /> accomplish the intended purpose of the applicant. <br /> <br /> Subd. 2. The City may approve alternative standards, based on an assessment of <br />the (bllowing: <br /> <br />a. size of the parcel; <br /> <br />b. topography; <br /> <br />c. hydrology; <br /> <br />d. existing roads and utilities; <br /> <br />e. percentage of parcel impacted by wetlands; <br /> <br />fi configuration of wetlands on the parcel; <br /> <br />g. quality of the affected wetland(s). <br /> <br /> Su'bd. 3. In instances where the City approves alternative buffer standards, an <br />applicant may be required to apply extraordinary management measures to control erosion, <br />sedimentation and nutrient loading during and for two years after construction as necessary. <br /> <br /> Subd. 4. Extraordinary management measures that may be permitted in <br />conjunction with an up-slope from the above buffer strip and setback requirement include, but <br />are not limited to measures that ada redundant protections to normal required Best Management <br />Practices. <br /> <br /> Subd. 5. The applicant shall be responsible to submit all of the necessary <br />intbrmation to document that the proposed extraordinary construction and stormwater <br />management practices (hereinafter referred to as "Extraordinary Management Practices") will at <br />least duplicate the performance of the required buffers and setbacks, if not exceed it. The <br />applicant shall also have the burden of proving that the purpose and objectives of the Section will <br />be met through the use of these Extraordinary Management Practices. <br /> <br />9.26.08 Monument Required. A permanent wetland edge and wetland buffer monument <br />shall be installed along lot lines and where needed to accurately indicate the contour of the <br />buffer, with a maximum spacing of two hundred (200) feet of wetland edge. If no buffer is <br />required, the monument shall be at the edge of the wetland. The monument shall consist ora <br />post and a wetland buffer strip sign. The post shall be of a material approved by the Zoning <br />Administrator, such as a fiberglass reinforced composite post with a maximum, size of four <br />(4) inch by four (4) inch (4" x 4"). The sign shall be mounted flush with the top of the post and <br />shall state, "Wetland Buffer: No Mowing Allowed" or "Wetland Buffer: Vegetation Clearing <br /> <br /> <br />
