Mayor Gamec expressed concern with tunnels becoming a hiding spot for criminal activities.

City Administrator Norman stated he recognizes that concern. However, he does not think it is a
reason against building tunnels, and the park map for the City shows more of these tunnels in the
/'uturc. Fiber optic surveillance could be utilized in the future if conduit is put in when the tunnel
is built.

Councilmcmber Olson stated the Mayor's point is well taken. However, Ramsey is a growing
City and they will continue to build things that will be attractive nuisances. The City will need
to step up to this and police these areas as well as they can.

Assistant Public Works Director Olson advised conduits were put in place for security cameras
with the building of the Rhinestone Street Bridge. The same thing could be done with this
bridge.

Motion by Councilmember Elvig, seconded by Councilmember Cook, to direct preparation for
plans and specifications for the TH 47 Pedestrian Underpass, contingent upon acceptance of the
engineering proposal, and with conduit to be installed for security purposes.

Further discussion: Councilmember Cook directed staff to include the contractor for the
('~ounty's road project on the bid list for this project.

Motion carried.
