Motion carried. Voting Yes: Chairperson Johns, Commissioners Ostrum, LaMere, Lehman,
Olds, Pontius and Shryock. Voting No: None. Absent: None.

IJlONS CLUB PRESENTATION ON CENTRAL PARK BUILDING

~l'hc Ramscy Lions Club presented plans and specs to the Park Commission on a park building at
(¢enlral Park. Lions present were Mr. Mike Schafer, Mr. Gordie Berger, Mr. Chuck Lind and Mr.
Allen tfurner.

Mt'. Bergcr indicated they would like the new shelter to be located where the old shelter is at now
in Central Park. He noted the materials will consist of burnished block and tile and the roof will
be tongue and groove cedar shingle. The building covers 78 feet by 54 feet. Inside will have
picnic tables with a stage along with an enclosed activity room with roll up windows.

Chairperson Johns asked if the enclosed area will have electrical.

Mr. Bcrger stated it would. He indicated they will have the building set up so in the future they
could put walls up for a more enclosed building.

Mr. Bcrger stated they are currently donating money to the City and would like to continue to do
this but they would need to donate seventy percent of the cost of this building by June 30th and
then continue to make donations to pay for the rest of the building.

(',hairperson Johns asked if this would be considered a cash donation and the City would build
this structure.

Mt'. llcrgcr stated the City would need to bid the building out and have it constructed.
Parks/[Jtilities Supervisor Riverblood asked the Lions if they explored donating the structure
without the bidding process.

Mr. ltumcr stated the problem was with funds. If they do not spend the money by June, they will
have to pay taxes on it again so they want to donate the money to the City.

Mr. Lind stated they cannot hold that amount of cash through out the fiscal year to fund this
building completely. He noted once they give the money to the City, they cannot tell the City
]]ow to usc the money.

Chairperson Johns asked if the City were to use the monies in a different way similar to the
plans, would the Lions be upset.

Mr. Bcrgcr stated they would be disappointed but would live with it.

Chairperson Johns stated there has been conversation about fixing up the existing building and
installing a plaque on the building for the Lions, she wondered if this would be ok.

Park and Recreation Commission/May 12, 2005
Page 2 of 7
