5) Lord of Life Church Property <br /> <br />City Administrator Norman reviewed that the Council discussed a transportation corridor that <br />had been proposed through the comprehensive planning process. The project would study <br />transportation options and alternatives to address the Trott Brook congestion problems of <br />Iti ghway//47 to Highway # 10. During the Council work session of May 17th, staff was directed <br />to work with Lord of Life Church to determine if the church would be a willing seller. Staff has <br />been in discussions with the church. The church would like to work with the City through an <br />exchange of the land needed by the City for the corridor and land needed by the church for a <br />cemetery. <br /> <br />Thc consensus of the Council was to direct the City Administrator to review the situation of a <br />land swap with Lord of Life Church with the City Attorney. <br /> <br />6) Wetland Buffer Ordinances <br /> <br />Community Development Director Trudgeon indicated the Wetland Buffer Ordinance will be on <br />the agenda of the July 26, 2005 City Council meeting for introduction. In general, the purpose of <br />thc ordinance is to provide protection of wetlands in the City based on their quality and other <br />relevant factors through the establishment of natural vegetative buffers. He explained a wetlands <br />inventory and assessment by the City is an important aspect of determining appropriate buffer <br />widths for individual wetlands. This will provide the framework for a Municipal Wetland <br />Management Classification map that clearly identifies the environmental attributes of a wetland <br />and thc applicable required buffer width. Staff has obtained quotes from Peterson Environmental <br />for this work. There are two options to consider. The first option would be at a cost of $33,200, <br />based on the assumption that approximately 20 percent of all wetlands will be categorized as <br />Preserve and/or Manager 1. The second option would include a full analysis of all wetlands at a <br />cost of $67,081. Staff has also applied for a MetroEnvironment Partnership Grant, which, if <br />awarded, will help offset the cost of this work. He indicated the City Council agenda on <br />Tuesday will include a request for the Council to authorize an expenditure of $35,000 from the <br />Landfill Tipping Fund to proceed with the wetland study. <br /> <br />MAYOR AND COUNCIL <br /> <br />City Administrator Norman reported the Metropolitan Council ridership model will be <br />completed in six to eight weeks. However, it has been determined that Ramsey would <br />not be eligible for a Congestion Mitigation and Air Quality (CMAQ) grant at this time, as <br />the City of Anoka has applied for the grant. Jim Lasher has indicated that the grant <br />application can still be drafted. Staff would like direction to proceed with submitting a <br />grant application. <br /> <br />Mayor Pro Tern Elvig stated Jim Lasher has indicated this grant would be an operations <br />grant to purchase two buses and lease them to the NCDA. <br /> <br />Thc consensus of the Council was to direct staff to prepare a CMAQ grant application. <br /> <br />City Council Work Session / July 19, 2005 <br /> Page 5 of 6 <br /> <br /> <br />
